States Where Open Carry Is Permissible

This means 12 states recognize the Second Amendment as your concealed carry permit. The states are Alaska, Arizona, Idaho, Kansas, Maine, Mississippi, Missouri, New Hampshire, North Dakota, Vermont, West Virginia, and Wyoming.
I’m not quite sure where Hawkins gets his information, but 30 states allow unpermitted open carry, my own state of North Carolina being one of them. Fifteen states allow permitted open carry, and open carry is only prohibited in five states: California, Illinois, Florida, New York and South Carolina.
It should be embarrassing to South Carolinians that you’re on the same list as California and New York.

The fact that SC has repeatedly elected Lindsey Graham is a useful marker for the condition of SC.

And it is disgraceful about our open carry status as a state with a long history of states rights and freedom of it’s people.. Come on South Carolina.. Let’s do something about it.

Hawaii has no provision for open carry except at an approved range or while hunting. The only people granted “open carry licenses” are people employed by security firms, who may open carry only when on duty and in uniform. In fact, the forms used by the county police departments (who process the applications for open and concealed carry and grant/deny the one year term licenses valid only in the county of issue) to submit the mandatory monthly report on such data list the two types of licenses as “Security” (open) and “Citizen” (concealed).
And as for CCW licenses: NOT ONE SINGLE PERSON IN THE ENTIRE STATE OF HAWAII HAS ONE! That’s right, not one single person (“citizen”) in this entire state may lawfully bear a firearm outside their home/business. There have been four such licenses issued in the past 17 years since mandatory reporting to the state has been required. Two of those, in Maui in 2001 are unknown as Maui PD claims those records have been destroyed. The other two, both issued in Kauai, were issued to a judge (2006) and a military member (2013), and both of those were issued illegally for terms other than the mandated one year. The statutory language criteria is “exceptional case”, and there aren’t ever any in the whole state. So much for “may issue”.
