By way of brief education, the Roman Catholics believe in seven sacraments. Reformed churches believe in two sacraments, baptism and the Lord’s supper. They are considered sacraments, not ordinances. Baptists believe in two ordinances, baptism and the Lord’s supper. They are ordinances, not sacraments, in the baptist tradition. The point is not to start a complex discussion of these issues but to provide a brief primer on the subject.

Don’t miss what’s happening here. A man with a ThD in theology, who is president of the Southern Baptist Convention, has told you that he considers “submission to earthly leaders” an ordinance of the church.
Are you a member of an SBC church? Does any part of your tithe money go to the SBC?
On a related note, I would be willing to debate Mr. Greear at any time, at any venue of his choosing, as to the what he considers to be his new ordinance of the church, and the basis on which he adds this. Of course, Mr. Greear would never accept such an offer to debate.

Have to say, this is the first I have heard of an “ordinance of submission” to civil authority. I do remember once going to an Eastern Rite mass in Virginia and they had some sort of prayer along these lines (obeying civil authority).

Specifically to Romans 13; those first several verses are prescriptive. Obviously, painfully obviously both at the time of writing and today, it is not descriptive. Just as the Law of God is prescriptive in defining that a leader must be, exodus 18 – of able men, such as fear God, men of truth, hating covetousness; and etc…
Romans 13 does not invalidate Exodus 18 (deut 1). And since all the God commands.
1 “Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.”
If every soul is subject unto the higher powers, and there is no power but of God, then the powers (people) that are ordained must…be…wait for it…subject to Holy God. Duh.
2 “Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.”
Therefore when a leader resists the power of God (refer back to exodus right here) he is NOT in the fear of God, is outside the Law and ordanance(s) of Holy God, a wicked userper, that must be thrown down, and rightful government re-constituted because
3 “For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:”
That ruler IS in fact a terror to good works, and in league with evil. Fear of the lord, means that you fear God, most and above all to do “all that I command” (says (Christ), these commands being required of the leader, and His subjects (I’ll catch flak for that word but I’m busy and not writing 3 pages here). So, still in Romans 13:3, the ruler must do that which is good, and only Holy God by His Law through His Word defines and commands what is good, God then shall have praise of the leader, and that leader will have praise of his subjects
4 “For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.”
Again, God is adamant in repetition here; that leader MUST be a minister of God to do good (as defined only by God), or enjoined that leader would be what; an evil and wicked usurper of the throne of Christ Jesus, making the leader a fraud of Holy God, an…wait for it…antichrist.
Out of time to wrap this up with a bow but you get the point. Rom 13 are prescriptive commands of God, in keeping with the Law of God and not contrariwise to it. Further, back to the prescriptive nature of Romans 13, the most depraved and wicked types of antichrist ruled and reigned at the time of the writing of the New Testament, a blood covenant dear SBC, OBVIOUSLY, it wasn’t talking about how wonderful the Empire and it’s subjects were submitted to the Law of God, OBVIOUSLY.

That tracks with how Soros and his people like to do business. He routinely gives hundreds of millions of dollars to causes and organizations he cares about, most prominently his Open Society Foundation, which disburses monies to NGOs around the globe. He also gifts a lot through the Tides Foundation. The list of causes to which the Hungarian-born billionaire donates his money runs into the hundreds, possibly thousands, if foreign as well as domestic links are examined.
In 4GW, money is a potent weapon, and it is Soros’ weapon of choice.
Since it is rumored that Soros has Pope Francis on speed-dial and pretty much owns the guy, it would be small potatoes to bribe or co-opt something like the SBC.

Having said that, what everyone seems to miss when grossly misinterpreting Romans 13 is that God is describing a Godly government. And ONLY a government following Godly policies. Where was Paul when he wrote that passage? In jail. For what? For disobeying government edict.
