The House approved the Open Carry bill 83-34 on Wednesday and then signed off on the changes made by the Senate.
It now heads to Gov. McMaster’s desk where he will sign it “soon,” says a spokesman.
Why not today, governor? What are you waiting for?

I asked and got basically the same reply by email from the Governor’s Office on Sunday afternoon.
Thank you for your e-mail to Governor McMaster regarding open carry legislation in South Carolina. We appreciate hearing from you.
This week Governor McMaster looks forward to signing H.3094 into law to allow gun owners the right to carry their firearms openly if he or she chooses to do so. The law will go into effect ninety days later.
The Governor believes that owning a firearm is the protected right of every American citizen. The United States Constitution makes it perfectly clear: “A well-regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.” Rest assured that he will not support any encroachment on the rights of law-abiding citizens to own a gun and use it as permitted by state and federal law and in accordance with our founding documents.
With this law on the books, South Carolina will join 45 other states that allow gun owners to openly carry. Thanks again for writing.
Sincerely,
Deputy Director of Legislative Affairs
