That’s actually a deceiving map. If you look at New Mexico, the darkest part represents 1 case for 500 people. Well, that is one of the least populated parts of the state, so if there is only one case and a population of 500 people, it maps out like a huge infection area.
The white represents unreported. So, that may not mean zero cases, but a policy of just not reporting what they do have.
