Hard for me to say, not knowing the specifics of the situation, but the good guy could have led the cop on a goose chase right into the arms of several of his buddies waiting in ambush. The cop was separated, alone, and disoriented. He’s lucky he only got hosed with the car wash instead of much worse. It looked like a Three Stooges routine!
