Start with the police. If “weapons of war don’t belong on our streets,” then let’s ban police departments from having semi-automatic rifles, semi-automatic pistols, hi-capacity magazines and MRAPs.
Let’s pass a federal law so that no agency is exempt — not the ATF, the FBI, the Secret Service (SS) or the Capitol Police.
They can do their policing with .38 revolvers and pump shotguns.

I wonder if “high-ammo stocks” doesn’t refer to a gun part (a stock that holds a lot of ammo?), but instead a large ammunition stockpile, a.k.a. a “cache”, “arsenal”, etc.
He would then have to define what a “large” stockpile is. 10,000 rounds? 1,000? 500? 100? Is that the “per-caliber” number or is that supposed to cover all calibers? Is there an exception for professional shooters, a la Kim Rhodes or Jerry Miculek?
Of course, this doesn’t make it any less an unconstitutional mess of a proposed law, but it does somewhat change the context. As we need to oppose the bill on its substance, not the rhetoric around it, we need to be clear on what that substance is.

It’s willful invincible ignorance that they wear like a talisman to virtue signal to their cult leaders; “Yes, I’m showing my lack of knowledge, so you’ll know I remain untarnished by such icky dirty things!”
He doesn’t know what he means, just like CongressCritters (shoulder thing that goes up) Carolyn McCarthy and (magazines can’t be reloaded) Diana DeGette didn’t know either.
But even though they sound like they are, they’re not stupid and we do well to not underestimate them.
