DoD Inefficiency and Unintended Consequences

The Strategy Page has a piece up on China ordering digital camouflage.

China is spending over a billion dollars to buy new combat uniforms for its troops. The new uniforms use a digital camouflage pattern similar to the one used by American soldiers and marines for the past four years.

Digital camouflage uses “pixels” (little square or round spots of color, like you will find on your computer monitor if you look very closely), instead of just splotches of different colors. Naturally, this was called “digital camouflage” when it was first invented three decades ago. This pattern proved considerably more effective at hiding troops than older methods. For example, in tests, it was found that soldiers wearing digital pattern uniforms were 50 percent more likely to escape detection by other troops. What made the digital pattern work was the way the human brain processed information. The small “pixels” of color on the cloth makes the human brain see vegetation and terrain, not people. One could provide a more technical explanation, but the “brain processing” one pretty much says it all.

Another advantage of the digital patterns is that they can also fool troops using night vision scopes. American troops are increasingly running up against opponents who have night optics, so wearing a camouflage pattern that looks like vegetation to someone with a night scope, is useful.

China will take two years to get nearly two million troops equipped with the new uniforms. There are four camouflage patterns (urban, forest, desert and ocean), although the woodland pattern  also works in urban areas, just not as well as the special urban pattern. The new uniforms have a lot of other improvements, based on feedback from the troops. The new uniforms are also sturdier, and are able to survive 700 washings, versus about 140 with the current uniforms.

The U.S. Army developed digital camouflage in the 1970s. Lieutenant Colonel Timothy R. O’Neill, a West Point professor of engineering psychology, had first noted the “digital camouflage effect.” It was never adopted for use in uniforms, but was used for a camouflage pattern on armored vehicles of the U.S. Army 2nd Armored Cavalry Regiment in Europe from 1978 to the early 1980s. Why hadn’t the army adopted it for uniforms back in the 1970s? It seems that the key army people (uniformed and civilian) deciding such things in the 1970s could not grasp the concept of how digital camouflage worked on the human brain, and were not swayed by field tests. Strange, but true, and it’s happened before. In 2003, the U.S. Army decided to use digital camouflage patterns for their new field uniforms. A few years after that, China expressed an interest in the concept, for their new field uniforms.

More interesting than the article is a comment associated with the article.

I tend to be a little dubious about ‘the next big thing’ in camouflage patterns.  It’s been my experience that once you strap on all your gear and get covered in dust and mud, no one can see what your uniform looks like anyway.  Durability and more convenient pocket placement is far more important.

Here we have an interesting anecdotal piece of evidence for Department of Defense inefficiency.  The right hand doesn’t know what the left hand is doing, and vice versa.  Below is a pitcure of Marines being outfitted with the new Modular Tactical Vest that I have covered in Body Armor Wars: The Way Forward, and Body Armor Goes Political.

The intent of digital camies is to provide stealth.  The intent of body armor is to protect against penetration of deadly rounds.  The body armor outer tactical vest (the carrier for the soft ballistic panels and ESAPI plates) is not constructed of digital camouflage, and yet the system covers all of the upper torso (protecting the whole body organs) and some of the groin, thereby negating the effects of the digital camouflage blouse (and the picture above is not of desert camies which would be worse in comparison).

Commercial industry struggles with miscommunication and lack of coordination as well.  No one intends for this to happen, but the end result is that the body armor system and the digital camouflage are not compatible, in that the digital pattern of the camies (or more correctly the lack of pattern) is broken with the armor system.  The same is true of other gear, whether radios, carriers for ammunition drums for SAW gunners, or other things that the warrior needs to carry on his mission.

The solution for this disconnect involves two things: (a) more money for the DoD, and (b) better coordination among the planners, engineers and procurement specialists.

Smaller Long Term Presence in Iraq

Secretary of Defense Robert Gates envisions a smaller, long term presence in Iraq.

LONDON (Thomson Financial) – US Defense Secretary Robert Gates is seeking a political deal in Washington to trade off troop cuts in Iraq for support for a long-term, smaller presence there, the Wall Street Journal reported Tuesday.

Citing unnamed US government officials, the Journal said that Gates and some political allies are pursuing political support for maintaining a US military presence in Iraq to continue the fight against Al-Qaeda.

The tradeoff, according to the report, is a commitment to slashing back troop levels — now about 155,000 — by the end of President George W. Bush’s term in office, in January 2009.

Gates’s goal is to mollify the strong US sentiment for a pullout of US forces, while not abandoning Iraq altogether.

‘The complicating factor is how long the administration will stick with its ‘surge’ strategy of keeping high levels of troops in Iraq to try to tamp down violence there. On this issue, the administration — and even the military — is deeply divided,’ the Journal said.

In Gates’s plan, the US would trim back its presence and its goals to fighting Al-Qaeda and simply containing a civil war that might erupt, rather than the current aim of defeating all insurgents and ending the conflict between Iraqi groups, mostly aligned on Sunni and Shiite Muslim lines.

It’s nice to be on the cutting edge.  In Settling with the Enemy, I said:

When the U.S. forces begin to stand down and withdraw, to remove the U.S. men and materiel in Iraq will take more than a year.  Withdrawal will be slow and deliberate.  Furthermore, it is likely that complete withdrawal will not happen for a long time.  More likely is that the U.S. will re-deploy to the North in Kurdistan, assisting the Iraqi army and police with kinetic operations upon request, while also serving as a stabilizer for the Middle East and border security for Iraq.

But it is just as likely that U.S. forces will not be performing constabulary operations for much longer.  The counterinsurgency field manual, FM 3-24, was written based on the presupposition that the U.S. has the ten to twelve years necessary to conduct the classical counterinsurgency campaign.  This was never true, is not true now, and will not be true in the future.  Military needs aside, the public – by the power of the vote – has the right and prerogative within the American system to make the policy decision on the conduct of war.  Asking the American pubic to support a counterinsurgency campaign over three consecutive presidential administrations is expecting the impossible, no matter how well the administration communicates the conditions of the campaign to the public.

All wars must end.  The end of Operation Iraqi Freedom necessitates settling with the enemy, a high stakes strategy, absent which there is only loss of the counterinsurgency campaign.

Under Gates’ plan, the duties of the U.S. forces who are left would likely be (1) region stabilization, (2) training of Iraqi troops and police, (3) support for kinetic operations against known terrorists, and (4) border security.  Constabulary operations would not be in the strategic interests of the U.S., and policing of the population would be left to the Iraqis.

In Air Power in Small Wars, I outlined the real re-involvement of air power (both Air Force and Navy) in the counterinsurgency campaign in Iraq, and in the scenario described above air power would take a much larger role.  Intelligence and reconnaissance would be key in this strategy, and it is likely that much of the effort of ground troops would go to this support role.  Trade cannot be completely shut down between Iraq and its neighbors, but if the trafficking of weapons and militants can be ascertained, air power can be readily used to interdict and destroy enemy targets flowing in from Syria and Iran.

Discussions on body armor for Soldiers and Marines can be highly technical, and most of them have been, right up until recently.  Senators are now winning political points by talking about body armor that will never be deployed because it is too heavy to wear on the battlefield; the Government Accountability Office is performing investigations that fail to address government accountability; the Army refuses even to consider assistance to its testing program by an independent engineering consultant; and all the while Marines are still being denied the equipment that they need.  Body armor has gone political.

Introduction & Background

In Body Armor Wars: The Way Forward, we gave a primer on the features and characteristics of the currently deployed body armor (the Interceptor Body Armor and the Modular Tactical Vest, or Spartan 2 Assault Vest), and expanded the investigation into the claims and counterclaims of Pinnacle, and the Army, respectively, concerning the Dragon Skin body armor.  Finally, we outlined a way forward for all concerned parties, this way being the best solution for the Soldier and Marine irrespective of how other parties feel about it.  The recommendations included but were not limited to the development of analytical models of the body armor types, a re-examination of the testing protocol, a review of the test data and more testing as deemed appropriate, and real world input from Soldiers and Marines concerning ‘wearability’ and heavy battlefield weight.  This was to be led by an independent engineering consultant to the Department of Defense.

There were political machinations at work prior to our article on body armor wars, but these wars are becoming increasingly political and less oriented towards technical substance and reviewer independence.  Shrill voices who have never put on body armor are now weighing in, clearly attempting to gain political points.

Survey of the Debate

Below we catalog recent articles which bear on the issue of body armor and the Dragon Skin versus the IBA (Interceptor Body Armor) / MTV (Modular Tactical Vest, or Spartan 2).

On April 26, 2007, the Government Accountability Office published their preliminary findings in Defense Logistics: Army and Marine Corps’s Individual Body Armor System Issues, as GAO-07-662R.  Other than standardization of test protocol for soft ballistic panels, the GAO reported a substantial amount of detail to Congress concerning their findings, none of which were worthy of mention as problems.  The study and report focused on meeting theater requirements and body armor availability, testing protocol, post-deployment inspections and information sharing between the Army and Marine Corps.  A comparison of the IBA/MTV with the Dragon Skin (or an assessment of claims made by Pinnacle) was not within the scope of the study.

On May 2, 2007, OpFor published the summary of the GAO’s investigation into the body armor testing, and reported “sorry Pinnacle, no government conspiracy.”  OpFor followed up this article with two more articles: May 21, 2007 and May 22, 2007, both of which were extremely critical of the Dragon Skin and the claims by Pinnacle.

On May 18, 2007, Senators Clinton and Webb issued a press release in which they “called on Comptroller General of the United States David M. Walker to initiate a Government Accountability Office (GAO) investigation to reassess the body armor systems currently being issued by all the military services and the Special Operations Command for effectiveness and reliability against the threats facing U.S. troops in combat.”  Note that this press release recommends a different GAO investigation, one that focuses on the currently deployed systems versus the Dragon Skin.

On May 20, 2007, two days after Senators Clinton and Webb issued their press release, NBC published an article on the Dragon Skin body armor entitled Are U.S. Soldiers Wearing the Best Body Armor?  In addition to conducting their own tests after which they call into question the Army test results, they NBC slips in their summary statement up front, saying that “the Army’s Interceptor uses four rigid plates to stop the most lethal bullets, leaving some vital organs unprotected. Dragon Skin — with discs that interconnect like Medieval chainmail — can wrap most of a soldier’s torso, providing a greater area of maximum protection.”

Also on May 20, 2007, Jeff Huber of Pen and Sword published an article that was highly critical of the Army’s handling of the body armor situation.  The article at Pen and Sword presupposes the superiority of the Dragon Skin to the IBA/MTV.

On May 28, 2007, The Captain’s Journal published Body Armor Wars: The Way Forward.  In this article we sided with OpFor concerning battlefield weight, although we decidedly favored completely independent testing and analysis by a mechanical and forensic engineering firm, as well as review of all DoD testing protocols of body armor.  We provided a list of ten recommendations for such a project.  On the same day, Blackfive published a list of useful links to the body armor controversy, and concurred with our opinion regarding independent testing and analysis.

On June 5, 2007, DefenseTech published an article entitled The Dragon Skin Circus Begins.  Defense Tech received an advance copy of testimony before congress and supplied some technical analysis and criticism, and using an extensive history of coverage of this body armor issue, raised a number of technical issues associated with both the Dragon Skin testing and the testimony before Congress.

On June 6, the House Armed Services Committee held a hearing on the controversy, and ranking member Duncan Hunter, whose son is a Marine who has served in both Iraq and Afghanistan, issued a statement both warning on the one hand of the necessity to test in high temperature conditions, and on the other of the need for retesting of the body armor systems.  Despite the requests, Army officials declined to retest the body armor systems under any other protocol than a new contract.  On June 7, 2007, DefenseTech published a post-mortem on the Dragon Skin Congressional hearing.

On June 7, 2007, Daily Kos weighed in with the most vitriolic and shrill article yet on body armor.  The article sees an evil administration at every turn, refusing to consider the safety of the troops.  This insightful comment sits at the end of the responses to the article for those readers patient enough to endure the beating: “Dragon Skin’s attempt to disguise lobbying as concern for the troops isn’t terribly creative.”

On June 11, Air Force contracting officials sought to prohibit Pinnacle Armor from signing new contracts with the U.S. Government, alleging false claims by Pinnacle to have met ballistic standards that in fact they did not.  On June 14, the Navy issued the same order that the Marines did, banning personally purchased body armor.

Even more recently, American Legion Post 735, which spent $6000 for Spartan 2 Vests (commercial equivalent to the Modular Tactical Vest) for Marines soon to be deployed to the Anbar province, have had their equipment retired and denied use by Marines due to Marine administrative order MARADMIN 262/07 that we discussed in Gear and Equipment Problems for the Marines.  Be careful not to confuse this with the debate about Dragon Skin body armor, since New York Congressman Brian Higgins, albeit with the best of intentions, has made this mistake and issued a press release asking for the same independent probe that Senators Clinton and Webb have requested.

Assessment & Evaluation

The chorus of voices discussing body armor has become so loud that clarity and precision are languishing … and body armor has gone political.  Senator Clinton, while standing to gain political points, is at least ignorant of body armor issues.  Senator Webb is not ignorant of body armor issues, and knows full well that the U.S. cannot put Soldiers and Marines in the Dragon Skin’s 48 lbs. of weight (compared to 32 for the Interceptor or MTV).  It must be remembered that the warrior carries not only his body armor, but a hydration system, weapon, ammunition, sometimes communication gear, and often other supplies.  The heavy battlefield weight has led to ankle and knee injuries that incapacitate fighters on the battlefield, thus endangering their lives.  There is currently a push by the Army and Marines to decrease battlefield weight, not increase it.  “Anecdotal evidence is streaming back from the battlefield about Marines breaking their ankles while jumping off of trucks because of the weight they are carrying … Maj. Ratio of Support to Infantry

The Strategy Page has an interesting article on combat support troops.

Even in Iraq, most of the troops are combat support, and many work regular shifts, under pretty comfortable conditions. This makes it possible for them to do what American troops have been doing overseas for over half a century, take college courses. Many are conducted in classrooms, via instructors hired by the University of Maryland, which has been handling the program since the 1950s. But an increasing number of schools allow courses to be conducted via computer (and before that by mail). The Internet based courses are very popular. There’s no count on exactly how many troops are taking college courses in Iraq, but it’s believed to be several thousand. Most troops spend all their time in heavily fortified bases (FOBs, or Forward Operating Bases), and while there are plenty of other ways to spend your time, many see the studies as a worthwhile way to deal with off-duty time. However, combat units, and some on-call combat support units, leave little off-duty time for anything but eating, sleeping, getting ready for the next mission, and maybe a little X-Box.

I have raised the issue before of the bloated ratio of combat support to infantry.  Completely aside from strategy, force size, supplies, logistics and equipment, unless and until the U.S. learns to utilize the force by leveraging their time and presence on the battlefield, the U.S. will not be able to conduct efficient counterinsurgency.  This is true regardless of whether one considers the kinetic or nonkinetic aspects of counterinsurgency.  Troops who have time to learn calculus are not contributing to the conduct of the campaign (comparatively), and the fault lies not with them, but leadership which lacks innovation and adaptability.

Furthermore, there is a difference between meeting recruitment goals, and having a ratio of support to infantry that is small enough to be effective.  It is profoundly unhelpful to meet recruitment goals in supply, logistics, ordnance, etc., where the utilization of these troops gives them time to attend college while deployed.

The potential solutions to this problem are numerous.  We could grant additional pay for earning the combat action ribbon, based on a ratio to troops who have not earned this distinction, this ratio never being able to be removed from a Soldier’s or Marine’s pay scale.  Or, we could utilize the support troops so effectively that there would be voluntary transfers to infantry.  Or, assignments could be made rotational.  Each solution, however, would require the willingness to buck the system, so no solution is likely to be forthcoming.

Whether constabulary actions or reconstruction, since boots on the ground among the people are necessary to conduct counterinsurgency, we have shown that we are not yet truly committed to the COIN campaign in Iraq.  If we are not going to commit, it is best to withdraw.

Body Armor Wars: The Way Forward

There have been recent calls from members of the Senate for investigations into claims that Pinnacle’s Dragon Skin armor is better than the currently deployed body armor.  Response from the Army was swift and direct.  This article covers some recent history of body armor and the current “dust-up” in the media and Senate, and briefly examines claims and counter-claims.  A way forward is recommended for final disposition of the issues surrounding body armor.  This article has a companion article: Gear and Equipment Problems for the Marines.

NBC News recently did an exposé on the Dragon Skin body armor, raising again the question whether it is superior to the currently deployed body armor (this issue has been followed for years by Soldiers for the Truth).  Before we examine the claims and counterclaims, some history must be rehearsed so that words and concepts and not read and discussed in a vacuum.

The Interceptor body armor system (IBA) was deployed during the initial stages of Operation Iraqi Freedom.  The IBA consists mainly of an Outer Tactical Vest (the shell), soft armor panels, and Small Arms Protective Inserts (SAPI), hard ceramic plates designed to prevent penetration of the 7.62 mm round.  The soft armor is designed to prevent penetration of a 9 mm round and shrapnel from some explosive ordnance.  It covers approximately the entire surface area of the OTV.  There were initially two main SAPI plates, one for the front and the other for the back.

The ballistic capabilities of the SAPI were upgraded, and hence the currently deployed plate is referred to as ESAPI, for enhanced SAPI.  There are also side SAPI plates, and during the first – and sometimes the second – deployment of Soldiers and Marines to OIF, wearing the side SAPIs was optional.  Many Soldiers and Marines chose not to wear them, since as a carrier the IBA was not designed to hold the side SAPIs (I’m looking at the IBA shell as I write).  The side SAPIs were worn in conjunction with the original IBA with use of a molle system.

It was discovered that enemy snipers were aiming for gaps in the SAPI plate coverage (e.g., the side torso under the arms), and so wearing the side SAPIs eventually became mandatory.  The heavy battlefield weight, along with the lack of integration of the side SAPIs into the shell, caused the US Marine Corps to revise its body armor system to the Modular Tactical Vest, or MTV (the commercial version is the Spartan 2 Assault Vest, from Tactical Applications Group).  Having put on both the IBA and the MTV (or Spartan 2) I can attest to the improvements of the MTV over the Interceptor.  Some Marines are still being deployed with the IBA rather than the MTV, and are choosing to purchase the Spartan 2 shell themselves (and transfer the soft panels and SAPI plates to the new carrier).

If the reader recalls seeing video from Iraq, the vests that the soldiers are wearing always seem to be “hiked up” in the back (with very little lower back protection).  As one NCO in the 101st Airborne told me, “the front SAPI is low, the rear SAPI is high, and we hang equipment on the front of our vests using molle loops and carabiners.  Why do you think that we walk leaning backwards?  We’re trying to keep from falling over forwards.”  Battlefield weight (and weight distribution) is a huge deal.  This NCO told me that without the order to wear the side SAPIs, he would choose not to in spite of the increased risk.  More on battlefield weight later.

The new Marine MTV raises the SAPI in the front a little, lowers it in the back a little, and makes use of the soft armor panels more efficiently (it avoids doubling over of the soft armor in the shoulder area with the IBA and deploys the soft panels to their fullest extent).  It fully integrates the side SAPIs into the outer shell with a carrier for the plates, and it provides soft panel neck and groin protection.  Contrary to the IBA which places the full weight of the soft armor and SAPI plates on the shoulders, its design hugs the body and places the weight on the hips, much like an internal frame backpack.  Finally, the MTV has a quick release system, a system that is designed with a single pull cord that instantly disassembles the vest, typically used during escape situations when someone is trapped in a vehicle rollover or weighed down in deep water.  This feature is particularly popular with Marines and especially Navy Corpsmen who want to get injured Marines out of their gear quickly.  The Marines with whom I have talked have spoken very approvingly of the MTV (Spartan 2).  It is popular, the improved features are important and valuable, and it represents a quantifiable improvement over previous versions.

But in spite of the superiority of the MTV to the IBA, both systems use the same philosophical approach: an overall carrier, holding soft ballistic panels designed to stop very small arms (e.g., 9 mm and shrapnel) supplemented by SAPI plates of some finite surface area (in the front, back and sides) designed to stop 7.62 mm rounds from AK-47s.  Now comes Pinnacle’s Dragon Skin, with a completely different philosophical approach to body armor.

Dragon Skin uses an interconnected system of ballistic discs held together with adhesive.  The accolades are certainly impressive, but as soon as the NBC report was issued, the Department of Defense came to the defense of the IBA and leveled some significant criticisms against the Dragon Skin.

Gear and Equipment Problems for the Marines

The United States Marine Corps is having gear and equipment problems, but the problems are not just with the gear and equipment.

Washington – The system for delivering badly needed gear to Marines in Iraq has failed to meet many urgent requests from troops in the field, according to an internal document obtained by the Associated Press.

Of more than 100 requests from deployed Marine units between February 2006 and February 2007, less than 10 percent have been fulfilled, the document says. It blamed the bureaucracy and a “risk-averse” approach by acquisition officials.

Among the items held up were a mine-resistant vehicle and a hand-held laser system.

“Process worship cripples operating forces,” according to the document. “Civilian middle management lacks technical and operational currency.”

The 32-page document – labeled “For Official Use Only” – was prepared by the staff of the 1st Marine Expeditionary Force after they returned from Iraq in February.

The document was to be presented in March to senior officials in the Pentagon’s defense research and engineering office. The presentation was canceled by Marine Corps leaders because its contents were deemed too contentious, according to a defense official familiar with the document. The official spoke on condition of anonymity …

The document lists 24 examples of equipment urgently needed by Marines in Iraq’s Anbar province. One, the mine-resistant ambush-protected vehicle, has received attention as a promising way to protect troops from roadside blasts, the leading killer of U.S. forces in Iraq.

After receiving a February 2005 urgent request approved by Maj. Gen. Dennis Hejlik – who was a commander in Iraq from June 2004 to February 2005 – for nearly 1,200 of the vehicles, the Marine Corps instead purchased improved versions of the ubiquitous Humvee.

The industrial capacity did not exist to quickly build the new mine-resistant vehicles, and the more heavily armored Humvees were viewed as a suitable solution, Marine Corps officials said.

That proved not to be the case as insurgent elements in Iraq developed more powerful bombs that could penetrate the Humvees. The mine-resistant vehicles are now a top priority for all the military branches, which plan to buy 7,774 of the carriers at a cost of $8.4 billion …

A second example cited is the compact high-power laser dazzler, an inexpensive, nonlethal tool for steering unwelcome vehicles away from U.S. checkpoints in Iraq.

The dazzler emits a powerful stream of green light that stops or redirects oncoming traffic by temporarily impairing the driver’s vision.

In June 2005, Marines stationed in western Iraq filed an urgent request for several hundred of the dazzlers, which are built by LE Systems, a small company in Hartford, Conn. The request was repeated nearly a year later.

“Timely purchase and employment of all systems bureaucratically stymied,” the document states.

But the Corps didn’t stop with failing to provide the necessary equipment.  The next step was to prohibit the direct commercial procurement of the equipment by the Marines who needed it.

Separate documents indicate the deployed Marines became so frustrated at the delays they bypassed normal acquisition procedures and used money from their own budget to buy 28 of the dazzlers directly from LE Systems.

But because the lasers had not passed a safety review process, authorities in the United State (sic) barred the Marines from using them.

In January, nearly 18 months after the first request, the Marines received a less powerful laser built by a different company.

Titus Casazza, president of LE Systems, criticized the Marine Corps acquisition process.

“The bureaucrats and lab rats sitting behind a desk stateside are making decisions on what will be given to our soldiers even if contrary to the specific requests of these soldiers and their commanding generals,” he said.

The stipulation to deploy and use only government-issued gear and equipment has been codified in a recent Marine Administrative Order, MARADMIN 262/07.

2.  MARINES/SAILORS DEPLOYED TO COMBAT ZONES WILL BE ISSUED MARINE CORPS APPROVED PPE, INCLUDING MODULAR BODY ARMOR SETS.
5. INDIVIDUAL MARINES/SAILORS MAY NOT USE COMMERCIAL PPE IN LIEU OF GOVERNMENT TESTED, APPROVED AND ISSUED PPE.  COMMANDERS MAY AUTHORIZE MEMBERS OF THEIR COMMANDS TO USE COMMERCIALLY PURCHASED PPE ITEMS IN ADDITION TO THOSE ISSUED BY THE GOVERNMENT, AS LONG AS ADDITIONS DO NOT INTERFERE WITH THE FUNCTIONALITY OF APPROVED PPE.  INDIVIDUALLY PURCHASED COMMERCIAL PPE WILL NOT BE REIMBURSABLE BY COMMAND/UNIT (GOVERNMENT) FUNDS.

In fact, the much heralded Modular Tactical Vest, which was promised early in 2007, has yet to be deployed (the commercial version of the MTV is the Spartan 2 Assault Vest, which in form, fit and function, is exactly equivalent to the MTV).  This order prohibits the so-called Dragon Skin body armor, a prohibition which is probably permanent unless and until the manufacturer’s price comes down, the test protocol for the vest is clarified and a purchase order issued by the DoD.  What isn’t clear is whether this MARADMIN prohibits Marines from purchasing and using the Spartan 2.  Having put on both the IBA (Interceptor) and the Spartan 2, I can attest to the fact that the Spartan 2 (or MTV) lives up to its billing.

However, what is clear is that if the Marines would get control of the gear and equipment problems within its ranks, administrative orders such as this one would not have to be issued.  The mere existence of the order tells the story of the gear problems in the Corps.  The Marines have always been on the short end of the stick when it comes to their share of the DoD budget.  Reasons for this include the fact that they feel (with good cause) that if their share increases, along with the money will come political pressures and other meddling from which they are currently somewhat more insulated.  Of course, at the much more personal level, there are fundamental issues of fairness to be addressed that have nothing to do with the Marine’s share of the pie.  Why shouldn’t Marines be allowed to purchase and use commercially-available ballistic glasses if they meet or exceed military specifications?

But in terms of the supply and logistics bureaucracy, there is simply no excuse for failure to provide badly needed gear and equipment to the front.  Request for gear is not tantamount to griping and complaining, and critical reports to field grade officers or logistics higher-ups in the states is not the same thing as insubordination.  A more professional and open-minded approach is needed by those who should already be behaving that way.

Religious and Cultural Sensitivities in Counterinsurgency

In my article Religion and Insurgency: A Response to Dave Kilcullen (and associated comments), I responded to Dave Kilcullen’s article Religion and Insurgency at the Small Wars Journal.  In order to continue the conversation, let’s tackle a real life instance where cultural and religious sensitivities come to bear in the counterinsurgency campaign.  Whereas it might have been assumed that the only application to my claims was that of seeing the insurgent as a jihadist, religiously motivated and completely unamenable to our COIN efforts (certainly this is one application for some number of them), there are far more applications where a proper understanding of religion and culture would help frame the discussion.

A Stryker Colonel Talks About the Situation in Iraq:

FORT LEWIS – The commander says the loss of two soldiers hit everyone hard. We had a rare opportunity to speak with Col. Stephen Townsend from Baghdad Tuesday.

The 4,000 Fort Lewis-based soldiers have been there since last summer and now are in the hotspot, Baghdad.

“We feel pretty fortunate to be doing what we’re doing,” Col. Townsend said. “Right now, the Arrowhead Brigade is employed in a role that is ideally suited for a Stryker Brigade. We’re being very mobile. We’re going to where the tough jobs are. We’re helping out with both the Coalition and the Iraqi security forces there where the tough jobs are.

“We’re pretty fortunate about that. It’s pretty gratifying to see the progress the Iraqi security forces are making. In fact, the operation that we’re in now an Iraqi general is actually running the operation and I’m working for him rather than an American general.”

Col. Townsend and the 3rd Brigade have been to Iraq before, but this is their first time patrolling Baghdad.

Cpl. Jason Ratliff out on patrol says on video provided by the Army, “We always look for weapons and we try to see if people know anything.”

PFC Elizabeth Turan on patrol says, “It’s kind of scary because you don’t know if someone is going to pull a gun out. But it’s not that bad.”

‘Elizabeth’ is not one of those names that can be mistaken since it is not a gender-neutral name.  ‘Elizabeth’ is a woman, and she is on patrol in Baghdad.  We might make several observations about this.

For whatever reason (meeting recruitment goals, political pressures), the Pentagon wants women in combat.  Of course, there are practical matters with which to contend, including unit cohesion, lower torso strength of women, a higher rate of lower extremety injuries, etc. (in fact, the Russian campaign in Afghanistan saw a much higher rate of lower extremity injuries in women).  But leaving behind the practical effect on U.S. forces, has anyone stopped to consider what we are communicating to those whose hearts and minds we want to win?

In the heavily patristic and tribal society that is Iraq (and in fact the whole Middle East), family and tribe function to a great extent by providing protection and security.  This is codified into the religious framework of the region by Islam.  The very notion of accepting security from women would be seen as scandalous, humiliating and repugnant to the head of a family or tribal elder.  But in our so-called “security plan,” accepting security from women is precisely what we are offering (and in fact demanding) from men who cannot accept this offer.

We routinely offer up rhetorical flourish on winning hearts and minds, while Elizabeth is on patrol in Baghdad.  And no one stops to ponder the question “just what are the consequences of these actions?”

The Ebb and Flow of IED Warfare: U.S. Lives are at Stake

Due in part to a failure to listen adequately to Eric Shinseki and Anthony Zinni regarding Iraq war planning, along with premature cessation of conventional operations (bypassing large urban areas leading to costly MOUT later in the war) and halting invocation or implementation of counterinsurgency TTPs, the Iraq campaign has been problematic.  In Concerning the Failure of Counterinsurgency in Iraq, I said “we were utterly unprepared for the toll that IEDs would take on U.S. troops, and even after it became obvious that this was a leading tactic of the enemy, we reacted with lethargy.”  IEDs became one of the two most effective weapons of the insurgents, specifically because of two reasons: their cheap and ready availability, and the fact that they are a stand-off weapon, something unthinkable for the insurgents 40 or 50 years ago.

Sometimes the most effective countermeasure to the tactics of the insurgency is human manpower.  The Government Accounting Office tells us just how this is relevant for Operation Iraqi Freedom.

Unattended Iraqi ammunition depots provide the majority of explosives used by insurgents to attack U.S. and coalition troops with improvised explosive devices, according to a Government Accountability Office report released April 27.

Can the Navy Afford the New Destroyers?

The Strategy Page has an interesting rundown on the current state of affairs within the DoD naval complex, and this rundown is both informative and incomplete at the end in its analysis.  I will have to duplicate the article at length in order to comment on the conclusions.

April 15, 2007: Whatever happened to the destroyer? They seem to be disappearing. Part of the reason is cost, but there’s also the political correctness angle. Warships called destroyers appeared a century ago and by the end of World War I they were ships of about 1,000 tons armed with a few guns, some torpedoes and anti-submarine weapons. By World War II, destroyers had grown to about 3,000 tons. There were also “Destroyer Escorts”, which were half to two-thirds the size of destroyers. The larger types of surface warfare ships were cruisers, weighing in at between 6,000 and 12,000 tons, and battleships, which were 30-40,000 tons. Half a century later, all that’s left for surface warfare are destroyers and frigates, plus the usual assortment of smaller coastal patrol boats that have always been around. For whatever reason, the modern frigates perform the same mission (and are about the same size) as the World War II destroyers. However, most Western navies don’t even like to use the term, “destroyer” any more. Warships displacing 3-5,000 tons are increasingly called frigates. Sounds less warlike, or whatever.

Meanwhile, the modern destroyers have grown to the size of World War II cruisers. Actually, some of the larger destroyers are called cruisers, even though they are only 10-20 percent bigger than the largest destroyers. The latest ships in the U.S. Navy’s Burke class destroyers weigh 9,200 tons, cost $1.5 billion each to build, have a crew of about 330 sailors, carry 96 (a combination of antiaircraft and cruise) missiles. There’s only one 5 inch gun, but two helicopters. These modern destroyers could take on any World War II cruiser and win, mainly because the cruise missiles have a range of 1,500 kilometers. A Burke class ship could probably defeat a World War II battleship, although we’ll never know for sure since one of those heavily armored ships never got hit by a modern cruise missile. In effect, the U.S. Navy has settled on just three major combat ship types; aircraft carriers, destroyers and nuclear submarines.

The original cruisers of a century ago displaced less than 10,000 tons, but by World War II, that had increased by 50 percent. Two decades ago, the U.S. Navy reclassified its Ticonderoga class destroyers, which eventually displaced 10,000 tons, as cruisers. Now the U.S. wants build a new class of destroyers, the DDG-1000, that displace 14,000 tons. These ships will be 600 feet long and 79 feet wide. A crew of 150 sailors will operate a variety of weapons, including two 155mm guns, two 40mm automatic cannon for close in defense, 80 Vertical Launch Tubes (containing either anti-ship, cruise or anti-aircraft missiles), six torpedo tubes, a helicopter and three helicopter UAVs.

The problems is that these new “destroyers” will be very large ships, and will cost over $2 billion each. At the same time, the new LCS (Littoral Combat Ship) is sort of replacing the Oliver Hazard Perry-class frigates. The Perrys are 4,100 ton ships that would cost about $200 million to build today. The big difference between the frigates and LCS is the greater use of automation in the LCS (reducing crew size to 75, versus 170 in the frigates) and larger engines (giving the LCS a speed of about 90 kilometers an hour, versus 50 for the frigates.) The LCS also has a large “cargo hold” designed to hold different “mission packages” of equipment and weapons. The Littoral Combat Ship is, simultaneously, revolutionary, and a throwback. The final LCS design is to displace about 3,000 tons, with a full load draft of under ten feet, permitting access to very shallow coastal waters, as well as rivers. This is where most naval operations have taken place in the past generation.

Max range is 2,700 kilometers. Built using commercial “smartship” technologies, which greatly reduce personnel requirements, the LCS is expected to require a crew of about 50 in basic configuration, but will have accommodations for about 75 personnel. The ship is designed for a variety of interchangeable modules, which will allow the ships to be quickly reconfigured for various specialized missions. Crews will also be modularized, so that specialized teams can be swapped in to operate specific modules.

All this is happening at a time when the U.S. Navy is increasingly unhappy with the performance of American ship builders. Costs are rising sharply, quality is down and the admirals can’t get satisfactory answers from the manufacturers. For example, the new class of destroyers, the DDG-1000 class destroyers have also faced ballooning costs, up to as much as $3 billion per ship, as opposed to original planned costs of $800 million each. The current Arleigh Burke-class destroyers only cost $1 billion each. The LCS was planned (a few years ago) to cost $200 million each. That price has now doubled.

The LCS is, what the original destroyer was. A small, inexpensive vessel that could do a lot of dangerous jobs the more expensive ships could now avoid. But unless the navy gets its shipbuilding costs, and quality, under control, it won’t be able to afford a new class of destroyers. Unless, of course, it has an attack of common sense, and calls the LCS destroyers, and the DDG-1000 ships cruisers.

As always with the analysts at the Strategy Page, this is a most informative and interesting article, but we should rehearse what I said in an article on September 15, 2006, entitled High Tech Warrior Versus New Ships:

Regardless of the less rational reasons for or against retirement of the battleships, the history of the engineering and construction of these huge ships, and indeed, the very nature of engineering and construction, argues for the continuing viability of these vessels and against wholesale replacement.  This is true regardless of whether destroyers are constructed and commissioned.

Whether it is a bridge, large building, hydroelectric project (such as the Hoover Dam), nuclear power plant, or large sea-going vessel, these things end up being once-in-a-lifetime, unparalleled projects that can never be precisely duplicated.  First of all there is the so-called “tribal knowledge,
