DoD Testing Requirements for Body Armor and Army Recall

On January 29 we learned that the Army was issuing a recall of more than 16,000 sets of ESAPI (or enhanced side arms protective inserts) that had been issued to its soldiers.  By way of description, the SAPIs are ceramic plates that are designed for stopping 7.62 mm rounds, while the soft panel armor (with more coverage, but less weight) is designed for protection against 9 mm rounds and shrapnel.  The plates and soft panels are fundamentally the same for both Army and Marine body armor, but the carrier vests are slightly different.

The Department of Defense Inspector General’s Office released the report over which so much speculation occurred.  Report No. D-2009-047, DoD Testing Requirements for Body Armor, was written at the behest of certain members of Congress.  The report is the third in a series of reports on DoD body armor and armored vehicles issued in response to requests from Representative Louise M. Slaughter, 28th District, New York, and Senator James H. Webb, Virginia.  Since the Inspector General’s investigation was prompted by speculation of problems and since the SAPI plates of such importance to the success of the overall system, we analyzed the findings of the report with eager anticipation.  This anticipation was heightened by the introductory paragraphs of the report.  They found that:

… testing facility officials did not consistently follow the test plan or COPD requirements for the fair shot determination, measurement of BFD, or plate size, and that the PEO Soldier scoring official could not provide adequate documentation that explained why certain plates were selected for scoring and others were disregarded during the scoring process.

We were also concerned that the contracting officer technical representative (COTR) made an unauthorized change to Contract 0040 by instructing the testing facility officials to deviate from the COPD and use an offset correction technique (a mathematical formula used to adjust the BFD). The PEO Soldier COTR communicated this change by e-mail to the testing facility without approval from the contracting officer.

COPD is “Contract Purchase Description,” PEO is “Program Executive Officer,” and BFD means “Back Face Deformation.”  This last concept becomes important in the overall picture.  Turning to the specifics of the report, several key findings are outlined below for the purpose of providing examples of the investigation.

The inconsistencies that we identified concerned the treatment of over velocity shots.  During first article testing conducted on February 20 and November 7, 2007, shots on six of the plates were over the required velocity. Because none of the shots resulted in a complete penetration, the shots should have been considered fair, and the test should have proceeded, according to the COPD. During the November 7, 2007, test, the testing facility official complied with the COPD and correctly proceeded with testing. However, even though the scenario was exactly the same for the February 20, 2007, test, the testing facility official conducted retests on additional plates. The testing facility official documented all of the shots, including the retests, and provided the test results to PEO Soldier for scoring.  When scoring the test results for the February 20, 2007, first article test (design M3D2S2), the PEO Soldier scoring official chose to use the test results for the retested plates when he computed the test score. Use of the retested plates resulted in a score of 5.5 points, and the contractor passed the first article test. Had the scoring official followed the fair shot acceptance criteria as stated in the COPD and used the initial plates that withstood the over velocity shot, the contractor would have accumulated an additional 1.5 points (complete penetration on the second shot) and would have failed the first article test with 7 points.

Translation: When an over-velocity shot is taken on a plate, the testing may proceed if the plate is not penetrated under the assumption that a lower velocity shot would not have penetrated either.  This is a reasonable assumption.  However, if the plate is penetrated by the second shot it fails the testing, even if weakened by the initial shot.  The PEO made the decision to exclude the plates that had sustained over-velocity shots on the initial testing and to perform retests, but not consistently (as later records show).  A second example of the Inspector General’s findings pertains to measurements of BFD (back face deformation).

PEO Soldier instructed the testing facility to deviate from the COPD and use an offset correction technique (a mathematical formula used to adjust the BFD) when measuring the BFD. The testing facility official used this technique during 2 of the 21 first article tests conducted under Contract 0040. The COPD required that the testing facility officials measure the BFD at the deepest point in the clay depression after the bullet impacted the plate. However, PEO Soldier officials stated that contractors complained that the BFD measurement was not fair if the deepest point in the clay was not behind the point of impact. Therefore, a PEO Soldier official instructed the testing facility in an April 25, 2005, e-mail to use the offset correction technique if the deepest point in the clay depression was not behind the bullet’s point of impact.

Translation: The contractors complained when the measurement of deepest penetration was made at any point other than the point of bullet impact, which is the point of highest risk to the Soldier.  Therefore, the PEO made a decision that a correction would be applied to account for this effect and bring consistency to the program.

The Captain’s Journal initially concurs with both of the program deviations discussed above, since it isn’t fair to penalize one plate as compared to another if an over-velocity shot happened to be taken against it, and also since the highest risk to the Soldier does happen to be the point of bullet impact.

And it is also fair to point out that these aren’t the only problems discussed in the report.  But there are deeper problems that discussed even in the report.  With respect to the over-velocity shots, our judgment is that not enough SAPI plates are being included in the test samples (i.e., the sample size is not large enough) and the boundary conditions (such as shot velocity) are not being well-managed.  With respect to the deformation, the question naturally arises why the most severe deformation is occurring anywhere other than the point of bullet impact?  What’s happening to the ESAPI plates that is causing deformation in other than impact locations?

These questions (and other such technical questions) are not posed or answered in the Inspector General’s report, since the investigation is done by a government office.  The investigation focuses on programs, QA, adherence to procedures, consistency of application of rules and the like.  True enough, there are problems with some of the above.

But Senators and Representatives who have infinite trust in the power of government to solve problems leave the technology to the experts when a government office is the the sole arbiter of the strength of any technical program – and technological expert doesn’t usually define government offices.  In this particular case, as we have suggested before, there is no shame in assistance from industry experts.

Questions have been raised above which point to the need for completely independent consultative services focusing on QA, programmatic controls, statistical analysis of sample size, control over testing boundary conditions, and most especially the SAPI plates themselves and the underlying fracture mechanics of bullet impacts by finite element analysis.

The Army has understandably defended their program, and it should also be pointed out that contrary to published reports, the Inspector General’s office didn’t offer any conclusions about the safety of particular lots of SAPI plates currently in theater.  But as long as government organizations are battling with each other over government requests to investigate each other, and as long as independent engineering consultative services are not procured, whatever solution that floats to the top will be less than satisfying, and probably less than ideal.

One final point is in order.  This nugget of gold is contained in the report.  “The Army purchased 51,334 sets of ESAPI for $57,107,890.00.”  This is just over $1100 to outfit each Soldier with hard plate body armor.  All testing and design is probabilistic, with sample size being limited for the so-called “zero percent chance of penetration” test and with other design criteria based on equal probability of penetration and non-penetration.  It is the way of things.  Performance is not digital; it isn’t as if safety can be guaranteed in any particular circumstance.  Again, science and engineering is in many ways a probabilistic endeavor.

But this is a minimal cost to provide minimal protection for our warriors.  If the truth is told, even in a time of budget difficulties, there is absolutely no reason that protection cannot be increased and weight decreased (we have observed before that the only way to significantly decrease the total weight of body armor is to decrease the ESAPI plate weight).  It’s merely a matter of commitment.

We have raised the issue of Georgian and more broadly European involvement in the search and decision-making for a new logistics line for Afghanistan.  As to the proposed supply line through Georgia, we observed that:

… interestingly, this leaves us vulnerable yet again to Russian dispositions, even with the alternative supply route.  Georgia is the center of gravity in this plan, and our willingness to defend her and come to her aid might just be the one thing that a) kills the option of Russia as a logistical supply into Afghanistan, and b) saves Georgia as a supply route.  Thus far, we have maneuvered ourselves into the position of reliance on Russian good will.  These “thawed relations” might just turn critical should Russia decide again to flex its muscle in the region, making the U.S. decisions concerning Georgia determinative concerning our ability to supply our troops in Afghanistan.  Are we willing to turn over Georgia (and maybe the Ukraine) to Russia in exchange for a line of supply into Afghanistan, or are we willing to defend and support Georgia for the preservation of democracy in the region and – paradoxically – the preservation of a line of supply to Afghanistan?

Stratfor weighs in on the logistical maelstrom (at the time of writing of this article, the Stratfor analysis was still available through Google organic search, but not by direct URL for non-registered users).

With little infrastructure to the east, the Pentagon is forced to go north, into Central Asia. Though some fuel is shipped to Western forces in Afghanistan from Baku across the Caspian Sea, there is little indication that existing shipping on the Caspian could expand meaningfully. Additionally, there would be the challenge of transferring cargo from rail to ship back to rail on top of the ship-rail-truck transfers that are already required in Afghanistan.

But even if Caspian shipping was not a problem and if there was sufficient excess seaworthy capacity, there remains the problem of Georgia. Though politically amenable at the moment, it is unstable; furthermore, with some 3,700 Russian troops parked in both Abkhazia and South Ossetia, Russian military forces are poised to sever the country’s east-west rail links.

These realities will likely drive the logistical pathway farther north, through Turkmenistan and Uzbekistan and through Kazakhstan to Russia proper (some U.S. transports already utilize Russian airspace).

Turkmenistan presents its own challenges, as it is particularly isolated after years of authoritarian rule and continues to suffer from the legacy of what was essentially a state religion of worshipping the now-deceased Turkmenbashi. His successor, Gurbanguly Berdimukhammedov (who is rumored to be the Turkmenbashi’s illegitimate son), continues to struggle to consolidate power and is left with a series of delicate internal and external balancing acts. In short, enacting new policies under the new government remains problematic to say the least.

There is another choice: Use a Russian or Ukrainian port of entry where organized crime will be a particularly serious problem (as well as espionage with any sensitive equipment shipped this way), or use a more secure — and efficient — port that will require a rail gauge swap from the European and Turkish 1,435 mm standard to the 1,520 mm rail gauge standard in the former Soviet Union.

All of this is complicated, but the linchpin is working out an agreement to use Russian territory. This presents an even more profound challenge than Russia’s real (but not unlimited) capacity to meddle in its periphery.

While there are a number of outstanding questions — where exactly U.S. supply ships might dock to offload supplies, whether a transfer of cargo from the Western to Russian rail gauge might be necessary, whether the route would transit Uzbekistan, Turkmenistan or both, etc. — these are minor details in comparison to the Russian problem. If there is an understanding with Moscow, the rest is possible. But that understanding must entail enough reliability that Russia cannot treat U.S. and NATO military supplies like natural gas for Europe and Ukraine.

Without an understanding between Washington and Moscow, none of this is possible.

The problem is that while the Kremlin has been reasonably cooperative up to this point when it comes to U.S. and NATO efforts in Afghanistan, such an understanding may not be possible completely independent of the clash of wills between Russia and the West. There is too much at stake, and the window of opportunity is too narrow for Moscow to simply play nice with the new American administration without a much broader strategic agreement and very real concessions. Nevertheless, NATO’s Supreme Allied Commander Europe, U.S. Gen. Bantz Craddock, has been making overtures to Russia about improving relations.

General David Petraeus is also involved in the efforts to line up a logistics pathway to Afghanistan.  “The top US military commander for the Middle East and Central Asia has denied reports the US is planning to open a military base in Kazakhstan.

Speaking in the Kazakh capital, Astana, Gen David Petraeus also said the US had no plans to withdraw its military presence from neighbouring Kyrgyzstan.

The general is in Kazakhstan for talks on the role of Central Asian states in supporting America’s Afghan operations.

Gen Petraeus and Kazakh President Nursultan Nazarbayev discussed the partnership between their countries, and Kazakhstan’s role in supporting US operations in Afghanistan.  Kazakhstan has recently signed an agreement allowing the transit of non-military US supplies to Afghanistan.”

Assuming the veracity and accuracy of this report, it would appear that the probability is that the chosen line of supply directly involves Russia, although only for so-called “non-military” supplies.

But this choice might burden any upcoming decisions on the Ukraine and Georgia and whether they are allowed to enter into NATO, as well as other important European issues such as whether missiles will be deployed in Poland.  While not learning much from the Stratfor analysis, they are on target with their analysis of the affects of the decision-making as it pertains to Russia.

Stratfor says “there is too much at stake, and the window of opportunity is too narrow for Moscow to simply play nice with the new American administration without a much broader strategic agreement and very real concessions.”  Concessions indeed.  And while the route selected will be moderately to significantly less problematic that the alternatives, and while Gates, Petraeus and Craddock might actually believe (for now) in Russian good intentions, they should remember that Russia is ruled by ex-KGB, bent on regional hegemony for at least what they consider to be their near abroad.

The alternative through Georgia still exists, as long as the U.S. is willing to play hard ball and defend her sovereignty (as well as defend her as a line of logistical supply to Afghanistan).  More specifically, the line of supply is as follows.  First, supplies (including military supplies) would be shipped through the Mediterranean Sea through the Bosporus Strait in Turkey.

And from there into the Black Sea.  From the Black Sea the supplies would go through Georgia to neighboring Azerbaijan.

From here the supplies would transit across the Caspian Sea to Turkmenistan, and from there South to Afghanistan.  A larger regional map gives a better idea of the general flow path.

The problems are numerous, including the fact that the supplies would be unloaded in Georgia to transit by rail car or road, unloaded from rail or truck to transit again by sea, and finally loaded aboard rail cars or trucks again (after passage across the Caspian Sea) in Turkmenistan to make passage to Afghanistan.

But it isn’t obvious that this line of supply is impossible, however impractical it may be.  U.S. military leadership should remember that an alternative exists to the Russian line of supply to Afghanistan.  It will be too late to act to secure a line of supply through Georgia at some point in the future, but until then, the U.S. should carefully examine the Russian demands for this logistical aid.  The Russian demands are likely to evolve and expand, and it is this expansion that will prove to be troubling.  Russia is playing nice now.  This won’t last forever.

While supporting Israel’s right to a robust self defense, The Captain’s Journal has also questioned both the strategic and operational goals of the current Israeli offensive, especially since it is being run by the more leftist administration currently in power in Israel.  But there are deeper questions still about the operation, ones that drive to the heart of the matter.

Robert Kaplan discusses the larger war in which Israel is engaged.

Israel has just embarked on a land invasion of the Gaza Strip after a week of aerial bombing. Gaza is bordered by Egypt, and was under Egyptian military control from 1949 through 1967. And yet in a startling rebuke to geography and recent history—and in testimony to the sheer power of audacity and of ideas—the mullahs in Teheran hold more sway in Gaza today than does the tired, Brezhnevite regime of Hosni Mubarak in Egypt. Gaza constitutes the western edge of Iran’s veritable new empire, cartographically akin to the ancient Persian one, that now stretches all the way to western Afghanistan, where Kabul holds no sway and which is under Iranian economic domination.

Israel’s attack on Gaza is, in effect, an attack on Iran’s empire, the first since its offensive on Iranian-backed Hezbollah in 2006. That attack failed for a number of reasons, not least of which was Israel’s poor intelligence on Hezbollah: historically, its intelligence on the Palestinians has been much better. Moreover, this attack seems more deliberately planned, with narrower, publicly stated aims – all in all, a more professional job. But there is a fundamental problem with what Israel is doing that goes to the heart of the postmodern beast that the Iranian empire represents.

To start with, Hamas does not have to win this war. It can lose and still win. As long as no other political group can replace it in power, even as some of its diehards can continue to lob missiles, however ineffectually, into Israel, it achieves a moral victory of sorts. Moreover, if Mahmoud Abbas’s Fatah movement tries to replace Hamas in power, Fatah will forever be tagged with the label of Israeli stooge, and in the eyes of Palestinians will have little moral legitimacy. Israel’s dilemma is that it is not fighting a state but an ideology, the postmodern glue that holds together Greater Iran.

This is similar to the view espoused by Dr. Ely Karmon, namely that “The present conflict in Gaza must therefore be understood in its broad regional context. Israel is fighting not only Hamas, a radical Islamist religious/political movement whose ideological and strategic goal is to destroy the Jewish state in order to build on it a Taliban-style one, but is facing a coalition of radical actors — Iran, Syria, Hizballah and Hamas — which is responsible for the destabilization of the entire Middle East for the last two decades … Hamas is a crucial element for Iran because it is the only Sunni member of the coalition, a faction of the broader Muslim Brotherhood movement (the Sunni Syria is actually led by an Alawi/Shia dictatorship), and represents the Palestinian cause, so dear to the Arabs and Muslims worldwide.”

In The Globalization of Jihad in Palestine, The Captain’s Journal pointed out that Ayman al-Zawahiri and the al Qaeda leadership had heretofore rejected participation in jihad with Hamas because of its acceptance of nationalism and democracy, two things al Qaeda hates most.  Global jihad (and hence, al Qaeda) doesn’t recognize borders or the legitimacy of states.  But we also pointed out that radical Salafist schools were developing across Palestine – including Gaza – financed by Saudi money and producing young radicals accepting of a more global and even less tolerant perspective.

Adding to this narrative is an analysis by The Washington Institute for Near East Policy.

Both Hamas and the Gazan jihadist groups share a desire to destroy Israel and impose sharia, but Hamas focuses on local interests limited to the Palestinian arena. Hamas, therefore, directs its energy largely at Israel, while these groups target foreigners as well. The Salafi-jihadist groups espouse an ideology of “pure resistance,” within which there is no room for ceasefires or temporary halts in attacks against the enemy. Some of their members were therefore especially motivated to continue attacks following Hamas’s agreement to a tahdiyah, or lull …

Although these groups do not aim to usurp Hamas’s control of Gaza, the expansion of their power and popularity poses an ideological and practical challenge for Hamas and emphasizes the dichotomy in the movement; on one hand, Hamas is a resistance movement siding with an ongoing jihadist struggle, on the other, it is a sovereign power that is required to compromise on daily governance issues. Hamas is worried that this phenomenon will gain popularity among the young generation, since it represents “pure resistance.” Confronting this phenomenon not only endangers Hamas’s image on the street, but also forces the organization to confront one of the cornerstones of its identity: the ideological adherence to jihad as a way to achieve its goals. This very dilemma may go a long way toward explaining why Hamas allowed the tahdiyah to erode; attacks from time to time allow Hamas to explain that it remains committed to resistance.

In the wake of the current crisis, Hamas may choose to ease its crackdown on these jihadist groups, causing repercussions beyond Gaza. Strengthened Salafi-jihadist groups in Gaza could ultimately pose a threat not only to Hamas, but also, as the various attacks and foiled plots over the past several years illustrate, to Israeli and Western interests as well.

Al Qaeda’s inability to utilize differing sects in its global struggle, e.g., the nationalistic Hamas, is not a mistake made by the Persian empire which, while Shi’a, has no problems working with the Sunni Hamas.  Al Qaeda may look on with envy at the empire carefully constructed by Iran, but in the main Israel is surrounded by Iranian proxies.  True, there are allegations and counter-allegations over the role of al Qaeda in Lebanon (page 5).

There is no official consensus in Lebanon on whether al-Qa`ida has a presence in the country. Since the assassination of former Prime Minister Rafiq Hariri in February 2005, all politics in Lebanon has been polarized. It is on the threat of terrorism where the gap is arguably most pronounced. On the one hand, the anti-Syrian political coalition, led by Prime Minister Fuad Siniora and parliament majority leader Saad Hariri, believes that al-Qa`ida does not have an indigenous presence in Lebanon. What the country faces instead is a fabricated threat by Damascus and its intelligence services that is intended to destabilize Lebanon and restore Syrian hegemony. On the other hand, the pro-Syrian alliance, spearheaded by Hizb Allah (also spelled Hezbollah) and the Free Patriotic Party of Michel Aoun, judges that al-Qa`ida exists in Lebanon and poses a real threat to national security. For them, the rise of al-Qa`ida in the country is largely attributed to a devilish pact between Lebanese Sunni politicians and extremist Islamic factions in the north, the purpose of which is to counter-balance the perceived ascending power of Shi`a Hizb Allah. The Lebanese Internal Security Forces (ISF), an institution that is perceived to be fairly loyal to Siniora—in addition to Egypt and Saudi Arabia, the two most influential regional patrons of the anti-Syrian coalition—are also accused by the pro-Syrian alliance of having a hand in financing and arming these terrorist groups.

But the argument itself is evidence of the paltry presence of al Qaeda, or strongly Sunni anti-Persian elements.  Syria is an apparatchik of Iran, and Damascus gets its orders directly from Tehran, orders it immediately relays to Hassan Nasrallah who governs Hezbollah, which is itself Iran’s troops deployed in Lebanon.  Hamas, like Hezbollah but still following in its footsteps, serves the interests of Iran.

Michael Ledeen makes a strong case that Iran has turned Hamas loose to lose if necessary, a sort of cowardly betrayal of the Hamas leadership.  Further, argues Ledeen, there is rot inside of Iran.  Indeed, there is a budding insurgency in Western Iran, one that we have argued that should be aided in fomenting a full blown insurgency and regime change inside of Iran.

Caroline Glick makes a similar argument to Ledeen, but ends with a stern warning.

ALAS, THERE is another possible explanation for Iran’s apparent decision to abandon a vassal it incited to open a war. On Sunday, Iranian analyst Amir Taheri reported the conclusions of a bipartisan French parliamentary report on the status of Iran’s nuclear program in Asharq Alawsat. The report which was submitted to French President Nicolas Sarkozy late last month concluded that unless something changes, Iran will have passed the nuclear threshold by the end of 2009 and will become a nuclear power no later than 2011. The report is notable because it is based entirely on open-sourced material whose accuracy has been acknowledged by the Iranian regime.

The report asserts that this year will be the world’s final opportunity to prevent Iran from acquiring nuclear weapons. And, as Taheri hints strongly, the only way of doing that effectively is by attacking Iran’s nuclear installations.

In light of this new report, which contradicts earlier US intelligence assessments that claimed it would be years before Iran is able to build nuclear weapons, it is possible that Iran ordered the current war in Gaza for the same reason it launched its war in 2006: to divert international attention away from its nuclear program.

It is possible that Iran prefers to run down US President George W. Bush’s last two weeks in office with the White House and the rest of the world focused on Gaza, than risk the chance that during these two weeks, the White House (or Israel) might read the French parliament’s report and decide to do something about it.

So too, its apparent decision not to have Hizbullah join in this round of fighting might have more to do with Iran’s desire to preserve its Lebanese delivery systems for any nuclear devices than its desire to save pennies in a tight economy.

And if this is the case, then even if Israel beats Hamas (and I eat my hat), we could still lose the larger war by again having allowed Iran to get us to take our eyes away from the prize.

Whatever their strategy, unless Israel is willing to follow through with these current operations and the U.S. is willing not only to implement democracy programs in Iran but also to pursue regime change, the entire Middle East might be dealing in the near future with a nuclear Persia, leading not only to mortal danger for Israel but also to a nuclear Egypt, Jorgan, Saudi Arabia and Turkey.

Thus we haven’t questioned the role of Iran in the war with Palestine, for that would be to miss the point.  The real question is the role of Palestine in the war with Iran, and whether the larger strategic picture is being kept in sight.

Even if the current Hamas leadership and infrastructure are destroyed, nothing will change as long as the Ali Khamenei regime remains in power with continued support of terrorist groups to act as their proxies to further their political agenda.

While we have proof positive of Iran’s direct involvement in terrorist activities over the last almost 30 years, which has resulted in thousands of U.S. military and civilian casualties, they have never been made to suffer the consequences of their cowardly acts or held accountable. The ultimate solution is to change the power structure in Iran preferably by a form of a “yellow revolution” in which Iranians who desire a better life are able to free themselves from their current medieval theocratic regime. The odds of a popular uprising are slim unless supported by a variety of actions led by the United States.

Pakistan Redeploying Troops to Indian Border

Pakistan is beginning troops movement away from the North West Frontier Province towards the border with India.

Pakistan began moving thousands of troops from the Afghan border toward India, officials and witnesses said Friday, raising tensions between the nuclear-armed neighbors and possibly undermining the U.S.-backed campaign against al-Qaida and the Taliban.

The country also announced that it was canceling all military leave in the aftermath of last month’s terror attack on the Indian financial capital of Mumbai.

Glenn Reynolds speculates that this is the effect that the Mumbaiattacks were intended to produce.  Most certainly so, and The Captain’s Journal forecast this effect one month ago.

While the new Pakistan administration sees the need for the war against the Taliban and al Qaeda, the Pakistan Army mostly doesn’t and wishes not to be fighting their own people. The Army also has an almost pathological preoccupation with India, and the rumblings in India over the Mumbai attacks have given both the Pakistan Army and the Tehrik-i-Taliban the perfect cover to end their cooperation with the U.S. and NATO over the Taliban safe haven in the Pakistan FATA and NWFP.

This has long term ramifications for the campaign in Afghanistan, but the most serious ramification is a short term one having to do with lines of logistics.  Recent large scale attacks on NATO supply lines through Khyber (in Peshawar) were newsworthy for their magnitude and scope, but the chronic persistence and results of these attacks is the important story.

For NATO the most serious problem is not even the depots in Peshawar but the safety of the road that winds west to the 3,500-foot Khyber Pass. The route used to be relatively secure: Afriditribesman were paid by the government to safeguard it, and they were subject to severe penalties and collective tribal punishment for crimes against travelers.

But now the road is a death trap, truckers and some security officials say, with routine attacks like one on Sunday that burned a fuel tanker and another last Friday that killed three drivers returning from Afghanistan.

“The road is so unsafe that even the locals are reluctant to go back to their villages from Peshawar,” said Gul Naseem, who lives in Landi Kotal, near the border.

The largest truckers’ association here has gone on strike to protest the lack of security, saying that the job action has sidelined 60 percent of the trucks that normally haul military goods. An American official denied that the drop-off had been that severe.

“Not a single day passes when something doesn’t happen,” said Shakir Afridi, leader of the truckers’ group, the Khyber Transport Association. He said at least 25 trucks and six oil tankers were destroyed this month. “Attacks have become a daily affair,” he said.

This means that the potential logistical supply via Georgia being pursued by the Pentagon takes on urgent importance.  The upcoming Obama administration might have to make some tough decisions regarding Georgia.  “Georgia is the center of gravity in this plan, and our willingness to defend her and come to her aid might just be the one thing that … saves Georgia as a supply route.”

Russia has thrown down the gauntlet regarding her intended future and what she considers to be her near-abroad.  “In the latest of a series of combative moves by the Kremlin, a senior government official in Moscow said the Russian military would commission 70 strategic missiles over the next three years, as part of a massive rearmament programme which will also include short-range missiles, 300 tanks, 14 warships and 50 planes.”

The nexus of Vladimir Putin’s aspirations, the U.S.-led campaign in Afghanistan, and the future of the Russian near-abroad has been all but ensured by the Taliban program to interdict supplies in Khyber, and more specifically by less than a platoon of well-trained teenagers who inflicted terror on Mumbai for three days in late 2008.

Defense Tech links an editorial by the New York Times on How to Pay for a 21st Century Military.  Ward at Defense Tech doesn’t like the editorial very much, and neither does The Captain’s Journal.  Ward summarizes the recommendations as follows:

End production of the Air Force’s F-22. (Recommends the use of “upgraded” F-16s until the F-35 comes into production.)

Cancel the DDG-1000 Zumwalt class destroyer. (Advises the production of the Littoral Combat Ship instead.)

Halt production of the Virginia class sub. (Recommends extending the life of existing Los Angeles class submarines instead.)

Pull the plug on the Marine Corps’s V-22 Osprey. (Recommends buying more H-92s and CH-53s instead.)

Halt premature deployment of missile defense.

Negotiate deep cuts in nuclear weapons.

Trim the active-duty Navy and Air Force.

Some, if not most, of these recommendations are stupid to the point of being dangerous.  We have already discussed the fact that existing nuclear weapons systems are in need of refurbishment in order to maintain viability, and also the fact that new nuclear weapons systems must be pursued in order to maintain deterrence and modernize the force.

While aircraft carriers can project U.S. power deep into foreign terrain, and guided missile cruisers even deeper, the Navy hasn’t given us a single viable littoral combat scenario or reason to believe that the littoral combat program is anything but daydreaming.  On the other hand, every single ship in the active U.S. Navy has produced and participated in the national defense, whether actively or passively through deterrence.

As for the F-22, we have already halted production after 183 have been purchased.  Good enough.  Continue with the 183 and halt any further production after that.  The proposal to cut the 183 that have been purchased comes from the same presupposition as the proposals to cut the nuclear weapons program deeply, pursue the littoral combat ships and halt missile defense.  This presupposition is that the only thing we will ever face in the 21st century will be asymmetric threats, guerrilla warfare and insurgencies.

The Captain’s Journal believes in fighting and winning the current campaigns in Iraq and Afghanistan, but it’s foolish and shortsighted to assume that the future will necessarily look like the present.  Finally, short cutting planning, training and equipping for a conventional struggle and proper deterrence might just ensure that that’s the threat that is faced in the future by creating the very weakness that larger near-peer nation states seek.

In what might be the clearest tale to date about SOF narcissism over the Afghanistan high value target campaign, we see that the gaming goes nearly to the top in a recent report at the Army Times (hotel tango SWJ Blog).

Defense Secretary Robert Gates’ plan to deploy three additional combat brigades to Afghanistan by the summer has superseded a contentious debate that pitted the Bush administration’s “war czar” against the special operations hierarchy over a proposed near-term “surge” of spec ops forces to Afghanistan, a Pentagon military official said.

The National Security Council’s surge proposal, which grew out of its Afghan strategy review, recommended an increase of “about another battalion’s worth” of troops to the Combined and Joint Special Operations Task Force-Afghanistan, or CJSOTF-A, said a field-grade Special Forces officer, who added that this would enlarge the task force by about a third.

Several sources said that the “SOF surge” proposal originated with Lt. Gen. Doug Lute, the so-called “war czar” whose official title is assistant to the president and deputy national security adviser for Iraq and Afghanistan policy and implementation. The rationale behind deploying more special ops forces to Afghanistan was that any decision to deploy more conventional brigades to Afghanistan would take at least several months to implement, whereas special ops units could be sent much more quickly, the Special Forces officer said.

Not likely.  Afghanistan has been a SOF campaign from the beginning, and the lack of force projection and confused mission have led us to where we are.  It’s hard to believe that the power structure suddenly decided on a SOF surge, since SOF surging is what has been happening for seven years.  Furthermore, there is always CENTCOM ready reserve which is usually comprised of a MEU.  But continuing:

… the proposal sparked a fierce high-level debate, with special operations officers charging that Lute and his colleagues were trying to micromanage the movement of individual Special Forces A-teams from inside the Beltway, and countercharges that Special Forces has strayed from its traditional mission of raising and training indigenous forces and become too focused on direct-action missions to kill or capture enemies.

Most major special operations commands were opposed to the proposal, special operations sources said. The sources identified U.S. Special Operations Command, U.S. Army Special Operations Command and the office of Assistant Secretary of Defense for Special Operations, Low-Intensity Conflict and Interdependent Capabilities, headed by Michael Vickers, as all resisting the initiative.

Special operations sources said that those opposing the “SOF surge” were generally against the idea on two grounds: that the commander of U.S. and NATO forces in Afghanistan, Gen. David McKiernan, has not requested them, and that the CJSOTF-A does not have enough “enablers” — such as helicopters and intelligence, surveillance and reconnaissance assets — to support the forces it has in-country now, let alone another battalion’s worth.

Strayed indeed.  Kinetic operations against high value targets – for whatever worth this has been – don’t require SOF.  It might be that there is something deeper here.   Lt. Gen. Lute certainly must know that Afghanistan cannot continue to be a SOF campaign against HVTs, and the SOF command must certainly know that the beast of Operation Enduring Freedom has grown far beyond what they are able to bear.  If it’s a question of who will break first and say these things, then such gamesmanship over serious military operations is loathsome and detestable.  But it gets even better (or worse).

The short supply of helicopters in Afghanistan has been a constant problem for conventional forces and CJSOTF-A, the “white,” or unclassified, task force in-country. Unlike the secretive, “black,” Joint Special Operations Command task force, which is directly supported by elements of the 160th Special Operations Aviation Regiment, “white” Special Forces groups do not have their own dedicated aviation units and have to compete for helicopter support with the rest of the U.S. and allied forces in Afghanistan. CJSOTF-A is commanded by a colonel, whereas the other organizations are all commanded by flag officers.

The Pentagon military official said that the planned deployment of an additional 20,000 conventional U.S. troops, including three brigade combat teams, to Afghanistan would also include a lot of “enablers” that the special operations forces could use.

The Pentagon plan includes more helicopters being sent to Afghanistan, as well as the possibility of a one-star special operations flag officer to command “white” SOF forces in country, which would obviate the need to have “O-6s arm wrestling with O-7s and O-9s,” he said.

More politics, and make sure to take notice of what SOF command sees as the mission for these additional “enablers.”  They would go to SOF (‘a lot of “enablers” that the special operations forces could use’).  Finally:

A field-grade officer in Washington who has been tracking the debate said that the “white” SOF leaders’ argument that their forces need more ISR assets and helicopters is a reflection of how Special Forces has veered from its traditional mission of “foreign internal defense” — training host nation forces to conduct counterinsurgency — in favor of the more glamorous direct-action missions.

The officer said Lute believes that special operations forces, particularly Special Forces, “are the right force” to send to Afghanistan because of their skills at teaching foreign internal defense.

This might explain the special operations hierarchy’s opposition to Lute’s surge proposal, the field grade-officer in Washington said. “This is an implicit criticism of what SOF has done for the last five years,” he said. “They haven’t been training indigenous forces. That may be what SOCOM is objecting to, is it’s implicitly a critique of SOF’s over-fascination with direct action.”

It has come full circle, from Lute’s belief that training some Afghan soldiers can solve the problem – or so says the source – to the potential that this proposition is a critique of the evolved SOF mission and a charade, to the campaign that has grown beyond anything that the SOF can possibly handle alone.

Regular readers of The Captain’s Journal know our position, and we believe that this political maneuvering is disgusting and despicable.  The SOF navel-gazing is embarrassing, and it’s time for both the SOF and the American public to graduate beyond the Rambo understanding of irregular warfare where a SOF operator or two is turned loose in the jungles or deserts and the whole world changes in a day or two because of the thousands of rounds discharged from his weapon.

Really.  This is the stuff of children, adolescents and un-reformable movie-goers.  Can’t we be more serious about our military strategy than this?  Afghanistan will require political and financial investment, force projection (Army and Marines), and – yes – SOF too.  SOF performs an invaluable role in small footprint international force projection, with their special skills in language training and similar “enablers” for their mission.  But the daydream of creating a few extra SOF operators to do the dirty work and returning the Army and Marines stateside is just that.  A daydream.  A small footprint for seven years is why OEF looks the way it does.  We need more serious reflection than that to build the strategies for the future.

Twenty Minutes from Kabul

The Asia Times has an important article on the security situation near Kabul, Afghanistan.

If there is an exact location marking the West’s failures in Afghanistan, it is the modest police checkpoint that sits on the main highway 20 minutes south of Kabul. The post signals the edge of the capital, a city of spectacular tension, blast walls, and standstill traffic. Beyond this point, Kabul’s gritty, low-slung buildings and narrow streets give way to a vast plain of serene farmland hemmed in by sandy mountains. In this valley in Logar province, the American-backed government of Afghanistan no longer exists.

Instead of government officials, men in muddied black turbans with assault rifles slung over their shoulders patrol the highway, checking for thieves and “spies”. The charred carcass of a tanker, meant to deliver fuel to international forces further south, sits belly up on the roadside.

The police say they don’t dare enter these districts, especially at night when the guerrillas rule the roads. In some parts of the country’s south and east, these insurgents have even set up their own government, which they call the Islamic Emirate of Afghanistan (the name of the former Taliban government). They mete out justice in makeshift sharia courts. They settle land disputes between villagers. They dictate the curricula in schools.

Just three years ago, the central government still controlled the provinces near Kabul. But years of mismanagement, rampant criminality, and mounting civilian casualties have led to a spectacular resurgence of the Taliban and other related groups. Today, the Islamic Emirate enjoys de facto control in large parts of the country’s south and east. According to ACBAR, an umbrella organization representing more than 100 aid agencies, insurgent attacks have increased by 50% over the past year. Foreign soldiers are now dying at a higher rate here than in Iraq.

The burgeoning disaster is prompting the Afghan government of President Hamid Karzai and international players to speak openly of negotiations with sections of the insurgency.

Who exactly are the Afghan insurgents? Every suicide attack and kidnapping is usually attributed to “the Taliban”. In reality, however, the insurgency is far from monolithic. There are the shadowy, kohl-eyed mullahs and head-bobbing religious students, of course, but there are also erudite university students, poor, illiterate farmers, and veteran anti-Soviet commanders. The movement is a melange of nationalists, Islamists, and bandits that fall uneasily into three or four main factions. The factions themselves are made up of competing commanders with differing ideologies and strategies, who nonetheless agree on one essential goal: kicking out the foreigners.

Analysis

It isn’t surprising that this hodgepodge of rogues would only have one thing that holds them together. After all, NATO forces – and in particular – U.S. troops, are the main barrier between them and their other goals, whether it be wealth, control, power or Islamic rule.  The indigenous Sunni insurgency and al Qaeda initially had the goal of ousting U.S. forces too, and the Sunni tribes eventually turned on al Qaeda.

The assessment that the “Taliban” is not a monolithic group is also tired and rather passe. It is neither new information nor valuable analysis. Coverage and commentary at The Captain’s Journal has focused over the past months on the cloistering of NATO forces onto FOBs and in urban centers (except for some U.S. and British forces), as well as the focus on the high value target initiative rather than the application of counterinsurgency tactics.

The countryside has been left to the Taliban because, quite simply, there aren’t enough troops to conduct counterinsurgency. This had thus far led to the logistical problems we have faced with supplies to NATO forces, but more important than this is the situational milieu for which the lack of security had been a catalyst. The mistakes are not new, and we have had the benefit of learned wisdom if not the wisdom to hear the learned words.

Mr. Kabulov, 54, is no ordinary ambassador, having served as a K.G.B. agent in Kabul — and eventually as the K.G.B. resident, Moscow’s top spy — in the 1980s and 1990s, during and after the nine-year Soviet military occupation. He also worked as an adviser to the United Nations’ peacekeeping envoy during the turbulent period in the mid-1990s that led to the Taliban’s seizing power.

Now he is back as Moscow’s top man, suave and engaging, happy to talk of a time when the old Soviet Embassy compound was the command center for an invasion that ended in disaster and speeded the collapse of the great power that undertook it …

“They’ve already repeated all of our mistakes,” he said, speaking of what the United States has done — and failed to do — since the Taliban were toppled from power in November 2001 and American troops began moving into old Soviet bases like the one at Bagram, north of Kabul.

“Now, they’re making mistakes of their own, ones for which we do not own the copyright.”

The list of American failures comes quickly. Like the Soviets, Mr. Kabulov said, the Americans “underestimated the resistance,” thinking that because they swept into Kabul easily, the occupation would be untroubled. “Because we deployed very easily into the major cities, we didn’t give much thought to what was happening in the countryside,” where the stirrings of opposition that grew into a full-fledged insurgency began, he said.

Mr. Kabulov goes on to say that the real problem is the irritant that is a foreign occupation, and that the solution is to leave as quickly as possible. Not all of his counsel is sensible, and the absence of U.S. troops would mean the fall of Kabul to the Taliban within a week.

However much Western sensibilities might feel revulsion at the treatment of women under radical Islam, or disgust at the corruption of the government, the goal of the campaign cannot and should not be the implementation of democracy or perfect governance. Further, the population is only a key to the extent that the are the interstitial tissue upon which the cancer of the insurgency feeds.

The goal should not be ending Islamic rule, for this would surely fail. The goal is to isolate and kill the globalist elements among them, those elements which gave safe haven to al Qaeda and which would no doubt be allied with the Tehrik-i-Taliban in the future. Every tactic should be oriented towards this end as one of many lines of effort.

There is robust debate in professional military community as to how we must implement a surge, with the admonition common to these debates that Afghanistan is not Iraq and the precise strategy used in the Middle East will not necessarily work in the far East. Those who give this admonition are wasting words by repeating the obvious.

But it is a non sequitur to claim that the necessary difference in strategy means that more troops are neither needed nor appropriate. No strategy can be implemented without troops, and the notion that the countryside can be left to the Taliban but Afghanistan converted into a location that doesn’t give safe haven to globalists is preposterous, no matter how many experienced and wise souls declare it to be true.

There is no magic, no special incantation to utter, and no learned discourse to speak. Troops are needed no matter what strategy is implemented, for in order to effect an end, there has to be an effect.  Proper Counterinsurgency is “Plan A.”  There is no “Plan B.”

The Captain’s Journal respects only one individual on the national security team and featured in the photograph above – Secretary of Defense Robert Gates. He has earned every bit of respect he has throughout the defense community. The balance of the team must earn their respect but is off to a very bad start. Eric Holder with his pitiful judgment inspires absolutely no confidence, and Janet Napolitano may as well have turned Arizona over to MS 13. The President-elect stands opposed even to refurbishing the existing nuclear weapons stockpile (the greatest deterrence we have), much less do we believe that we’ll get support for new developments in nuclear weapons.

As for the incoming Secretary of State, that horrible, juvenile interrogation before the Senate where General David Petraeus and Ambassador Crocker were mocked by both Biden and Clinton will go down as one of the worst and most dishonorable displays of any politicians in our history. As it turns out, Crocker and Petraeus were right, so our incoming Secretary of State and Vice President-elect are batting 0.000.

President-elect Obama has talked a good game at times, vowing to fund the U.S. military needs of the 21st century.

“We will also ensure that we have the strategy — and resources — to succeed against al Qaeda and the Taliban,” Obama told a news conference. “And going forward, we will continue to make the investments necessary to strengthen our military and increase our ground forces to defeat the threats of the 21st century.”

But these words ring hollow when he has all but given up on high powered deterrence such as nuclear weapons and put into place a national security team that has such a poor incoming record. Secretary of Defense Gates, who opposes Obama on nuclear weapons, is the one bright spot on the team. Thank God for Gates.

The Obama team will back the use of soft power in the coming months and years.

President-elect Barack Obama’s national security team, introduced Monday in Chicago, includes two veteran Cold Warriors and a political rival whose records are all more hawkish than the new president who will face them in the White House Situation Room.

Yet all three of his choices – Senator Hillary Rodham Clinton as old rival turned secretary of state; General James Jones, the former NATO commander to be the national security adviser; and Robert Gates, the current and future defense secretary – were selected in large part because they have embraced a sweeping shift of resources in the national security arena.

The shift in resources, which would come partly out of the military’s huge budget, would create a greatly expanded corps of diplomats and aid workers that, in the vision of the incoming Obama administration, would be engaged in projects around the world aimed at preventing conflicts and rebuilding failed states. Obama also said he was nominating Susan Rice, a former National Security Council official, as ambassador to the United Nations.

“Whether they can make the change one that Obama started talking about in the summer of 2007, when his candidacy was a long shot at best, will be the great foreign policy experiment of the Obama presidency,” one of his senior advisers said recently. But the adviser, who spoke on condition of anonymity because he was not authorized to speak publicly, said the three officials had all embraced “a rebalancing of America’s national security portfolio” after a huge investment in new combat capabilities during the presidency of George W. Bush.

But is Gates really completely in line with this thinking? To be sure, he has advocated the use of soft power in counterinsurgency.

… my message today is not about the defense budget or military power. My message is that if we are to meet the myriad challenges around the world in the coming decades, this country must strengthen other important elements of national power both institutionally and financially, and create the capability to integrate and apply all of the elements of national power to problems and challenges abroad. In short, based on my experience serving seven presidents, as a former Director of CIA and now as Secretary of Defense, I am here to make the case for strengthening our capacity to use “soft” power and for better integrating it with “hard” power

Gates nowhere discusses the diminution of combat capabilities or the jettisoning of military power as a foundation for being able to afford this soft power. In fact, just before making the statement above, Gates said this.

One of my favorite lines is that experience is the ability to recognize a mistake when you make it again. Four times in the last century the United States has come to the end of a war, concluded that the nature of man and the world had changed for the better, and turned inward, unilaterally disarming and dismantling institutions important to our national security – in the process, giving ourselves a so-called “peace” dividend. Four times we chose to forget history.

The left has their pet views about what Obama has promised and what he should accomplish.

President-elect Barack Obama has affirmed his commitment to bring the war in Iraq to a close and to refocus our attention on Afghanistan. To do both, Obama must do more than fix ambitious timelines or offer hazy plans with muddy particulars. He must stick to his campaign pledge that would fundamentally shift the ideological orientation of America’s foreign policy establishment: ending the Iraq mission will require engaging Iran, solving Afghanistan will mean dialogue with terrorists.

Tacit in this demand is that Iran is participating in the violence and engaging them in dialogue will convince them to renounce that violence despite the fact that twenty five years of engagement has failed to do this. Tacit in the expectation that we dialogue with the Taliban is that they are interested in this dialogue. Hamid Karzai has literally begged Mullah Omar to negotiate and promised him complete safety, but both The Captain’s Journal and Ayman al-Zawahiri have pointed out that we would be currently negotiating from a position of weakness rather than strength.

The full engagement of the State Department should involve things like democracy programs for Iran (which the State Department effectively killed), while the perspective is being nurtured by the incoming administration that full involvement of soft power involves thousands of negotiators, as if, hearkening back to their experience in American jurisprudence, we can lawyer our way to victory if we only deploy better talkers than they do.

So there seems to be a fundamental difference between Gates and the balance of the team. Gates apparently doesn’t believe in fairy tales and myths, while the demands on the left are for Obama not only to defund the military and engage enemies with dialogue, but to succeed, and that, remarkably so. This administration and the American public are being set up for huge disappointment, but all is not lost.  At least we have one adult on the national security team who can speak sense to the others.

The Mumbai Attacks and American Imperialism

While some speculation exists as to the possibility that the attacks in Mumbai are from home-grown terrorists, it appears that there was at least some involvement by foreign fighters, and specifically, from Karachi, Pakistan.

The terrorists who carried out multiple strikes in Mumbai yesterday landed on Indian shores on a boat that had set sail from Karachi before anchoring in one of the many barren islands in the Rann of Kutch along Gujarat’s coastline.

The 25-30 terrorists then used smaller boats to reach the Mumbai shores the same day they struck at 12 locations in the country’s financial capital. “They landed at Sasoon dock (off the Gateway of India) and reached the metropolis using rubber dinghies. We have information about their route, which we would share in time to come,” said the Special Secretary (Internal Security), Mr ML Kumawat.

The attacks have exposed India’s 7,516-km-long vulnerable coastline. It has shown that terrorists can create a Kargil-like situation along India’s coastline to harbour terror modules in the 1,200-odd barren islands and attack over 200 sensitive strategic installations spread across the country.

There is also a certain shock and dread among Indians that accompanies this attack.

India’s cities are no strangers to indiscriminate terror attacks. Such attacks have occurred regularly, and with steadily increasing frequency, in recent years. Mumbai, India’s financial capital, has been targeted before …

So what is new about Mumbai, November 2008? The obvious novelty is the use of frontal assault tactics instead of timed explosive devices.

This is new in the urban Indian context. There was one notable exception – an attack by a five-man squad armed with rifles and grenades on India’s Parliament in New Delhi in December 2001.

The attackers were narrowly prevented by alert staff from gaining access to the building, where hundreds of parliamentarians and ministers were attending a session.

They were gunned down near the entrance by security personnel after an hour-long battle. Nine guards and parliament stewards also died.

This attack led to the crisis of 2002 between India and Pakistan.

The Indian government blamed Pakistani religious radicals, and embarked on a major military build-up on the border with Pakistan, to which Pakistan responded with its own mobilisation.

The stand-off eventually wound down later in 2002 after months of tension and brinkmanship.

But frontal assaults, usually carried out by two-man teams firing semi-automatic rifles and lobbing grenades, were the favoured tactic of the insurgency in Indian-administered Kashmir between 1999 and 2003 …

The tactic is thus not without precedent, but the mayhem in Mumbai may nonetheless mark a new chapter in the evolution of urban terrorism in India.

Bombs planted in markets and on commuter trains kill and maim working-class and middle-class Indians.

The gunmen who attacked two luxury hotels, and a fashionable cafe frequented by visiting Westerners, have brought the “war” – as they see it – to India’s elite class, and to affluent Westerners living in or visiting India’s most cosmopolitan city.

Analysis

There might be a sense of sympathetic understanding among Americans, as if we’ve seen this before with 9/11 and understand all about the war being brought to one’s doorstep. But when thoughtfully considered, this sentiment doesn’t stand the test of reasonableness, or even magnitude, for what could have been or what could be in the future.

This analysis doesn’t minimize the suffering of those who lost loved ones on 9/11, or the magnitude of effort and commitment to respond to the initial or delayed affects of 9/11. But considered analysis forces the conclusion that there is a nontrivial chance that we haven’t seen the worst yet. The so-called Hamburg cell, at the direction of al Qaeda command, attacked symbolic targets, but left face-to-face confrontations in the streets for engagements they had hoped would come later by other jihadists.

They fundamentally left important (and remarkably soft) infrastructure unmolested. Terror would be multiplied in the future by fighters targeting women and children in shopping malls. A few hundred fighters would cause untold death among innocent and unprotected civilians, and cause terror on a heretofore unparalleled level. New York is still far away from the heartland of America. The local shopping mall is not. A few hundred fighters could cause tens of thousands of deaths.

Furthermore, the basic infrastructure still functioned after 9/11, even if the economy suffered for a period of time. Targeting the right (relatively unprotected) medium or high voltage transformers on the electrical grid of America would literally shut down industry and business in America. These are components that don’t sit on the shelves in great numbers and which must be fabricated, and upon losing the electrical grid, the power wouldn’t even be available to manufacture these components, at least for weeks or months. What is now easy to Google and purchase over the internet would become very scarce upon thousands being destroyed. Granted, this would take involvement of more fighters than were involved in the 9/11 attacks, but Mumbai is in significant trouble over much fewer fighters.

Targeting the right infrastructure could lead to economic consequences more catastrophic than 9/11 by an order of magnitude or more. And hence, it takes a special naivety to dismiss so easily the issues surrounding so-called American imperialism, as if the actions of a “meddling” armed forces must necessarily be evil because they are anticipatory rather than reactionary.

There are certainly unintended consequences to American imperialism, and the practice of fighting wars on soil other than our own is a costly affair, both monetarily and in terms of the human sacrifice. But there are also unintended consequences to isolationism too, and one such consequence might very well be that the sacrifice is even more costly when the fight is in one’s own back yard.

The ones affected by tactics described above might be constrained to reconsider just who the evil one is after such attacks: the leader who meddled in the affairs of other nations, or the leader who failed to anticipate the danger and dire consequences of failing to act before the terror came to our own shores.

Postscript: In anticipation of the charge that articles such as this give the terrorists ideas, it isn’t the terrorists who need ideas. They already know which targets are hard and which ones are soft. Before making the charge, the reader should consider the question, “why is it that I don’t want to hear this information?” The terrorists already know it.

Analysis of the Battle of Wanat

Stars and Stripes summarizes the investigation into the battle of Wanat, and links a redacted version of the report: “AR 15-6 Investigation Findings and Recommendations – Vehicle Patrol Base (VPB) Wanat Complex Attack and Casualties,13 July 2008,” Part 1 and Part 2.

The AR 15-6 provides a fairly detailed analysis and event time line of the battle, and we learn quite a bit about the things that led up to the battle and the ensuing casualties. The report necessarily ends with findings and opinion concerning force protection among other things, and several observations of the battle and subject report are warranted.

The Waygul Valley and in particular the location of the Wanat VPB is in steep, rugged terrain, and location of any sort of combat outpost (or VPB) was risky from the standpoint of force protection, but the decision had been made approximately one year earlier to move COP (Combat Outpost) Bella to VPB Wanat due to the fertile human terrain for counterinsurgency.

The meetings with tribal and governmental officials to procure territory for VPB Wanat went on for about one year, and one elder privately said to U.S. Army officers that given the inherent appearance of tribal agreement with the outpost, it would be best if the Army simply constructed the base without interaction with the tribes. As it turns out, the protracted negotiations allowed AAF (anti-Afghan forces, in this case an acronym for Taliban, including some Tehrik-i-Taliban) to plan and stage a complex attack well in advance of turning the first shovel full of sand to fill HESCO barriers.

VPB Wanat did indeed have concertina wire, HESCO barriers and other means of force protection, but in every direction the base was on the low ground. One particularly fateful decision was the construction and garrisoning of Observation Post “Top Side,” which sat on slightly higher ground to the East of VPB Wanat.

Just before the battle began on July 12, 2008, troops from VPB Wanat observed men they believed to be enemy combatants positioning and preparing for battle, but consistent with a theme here at The Captain’s Journal, decision-making is not given latitude in these circumstances (e.g., no PID, not actively engaged in hostilities against U.S. troops at the time, or whatever the case – this portion of the report is redacted. See TCJ coverage of Rules of Engagement).

At 2350, AAF initiated a large scale attack on VPB Wanat and OP Top Side. The enemy numbering several hundred were located at the perimeter of the VPB and in surrounding buildings and from hillsides at elevated positions compared to VPB Wanat. The enemy engaged primarily with automatic weapons and RPGs.

OP Top Side was also under heavy attack by the enemy. In fact, of the 36 casualties suffered in this battle (nine dead, 27 wounded), nine were sustained in the first fifteen to twenty minutes of the attack, specifically at OP Top Side. The enemy were close enough to engage OP Top Side by throwing grenades and shooting automatic rifles from no more than twenty meters.

In response to calls for help, three waves were sent to reinforce OP Top Side. Of the first wave, two more U.S. soldiers died while attempting to set up a machine gun position. The second wave of reinforcements saw the twelfth, thirteenth, fourteenth and fifteenth U.S. casualties. Of these fifteen casualties, eight perished attempting to defend OP Top Side (out a total of nine dead in the totality of the battle of Wanat that night).

There were between 21 and 52 AAF killed and 45 wounded. Considering a clinical assessment of kill ratio can be a pointer to the level of risk associated with this VPB and OP. 21/9 = 2.33, 52/9 = 5.77 (2.33 – 5.77), and 45/27 = 1.67. These are very low compared to historical data (on the order of 10:1).

One bright spot in the battle concerns air support. Close Air Support (CAS) was initiated within 27 minutes of start of the battle, and Close Combat Aviation (CCA) was initiated within 62 minutes of start of the battle. Aircraft supporting U.S. troops includes B-1 bombers, F-15s, A-10s and AH-64 Apache Attack Helicopters. Multiple “gun runs” were conducted “danger close” to U.S. troops.

One key breakdown in force protection pertained to intelligence. Multiple villagers, including tribal elders, had told multiple U.S. troops that an attack on VPB Wanat was imminent, but the assumption that such an attack would be probative caused little concern among the leadership. But the enlisted ranks included men who knew what was coming. Cpl. Gunnar Zwilling suspected that his days were numbered, while he and his band of brothers in the 173rd Airborne Brigade Combat Team prepared for a mission near Wanat, Afghanistan. “It’s gonna be a bloodbath,” he told his father, Kurt Zwilling, on the phone in what would be their last conversation.

In fact, there had been daily reports of 200-300 fighters massing to attack COP Bella in the first 10 days of July before transfer of operations to VPB Wanat, and while U.S. forces anticipated a transfer of enemy activity to Wanat, they didn’t anticipate such heavy conventional operations. The AAF fielded a company-sized force to attack OP Top Side and VPB Wanat.

While we witnessed the adolescent fawning over Nir Rosen’s embedding with the Taliban (to which The Captain’s Journal was unimpressed and claimed that all of the information was already known without his having whored himself to the enemy), the real question is not why we haven’t listened to Nir Rosen. Rosen is irrelevant. The question is why U.S. intelligence would ignore reports directly from tribal elders in the town in which they wish to conduct COIN, thus losing nine sons of America.

There is also the issue of OP Top Side and whether such an Observation Post should have been garrisoned with so little force protection and such proximity and elevational vulnerabilities. Again, eight of the nine U.S. troops who perished that fateful night did so as a result of OP Top Side.

More broadly, the implementation of combat outposts (or VPB, or OP) should consider the modern day origins of such practice, i.e., the Marines in Anbar. COPs were “hopscotched” across Ramadi and other cities in Anbar (combined COP and police precincts in Fallujah), and while reinforcements were within minutes of each COP in Anbar, the first reinforcements arrived at VPB Wanat approximately two hours after start of the battle. While the terrain in Afghanistan is more rural, wide open and unfriendly to COPs located so closely together, still, the notion of a COP relies on reinforcements in close proximity.

Afghanistan is still an under-resourced campaign, as both Generals McNeill and McKiernan have told us. Counterinsurgency TTPs can only be implemented if the campaign is treated as COIN rather than counterterrorism operations against high value targets.

Finally, in the future, the Army would do well to consider the Marines in Helmand and their COIN tactics.  Kinetic operations served as the basis for reconstruction efforts, and no Marine asked for permission to attack Garmser.  More than 400 Taliban died as a result of Marine operations in Helmand.  One year of planning to open an COP at Wanat is about 11.5 months wasted.

In summary, while the TTP of VPB Wanat and OP Top Side were questionable, and while Afghanistan is an underresourced campaign, the men who fought that fateful night were brave in the superlative. America should be justly proud of her sons who fought with such valor.
