Generals Who Talk Tactics Rather Than Strategy

The inability of the Afghan National Army or the Afghan National Police to independently create the conditions for stability and security in Afghanistan at the present (or anytime in the near future) has been a recurrent theme here at The Captain’s Journal (see Here is your Afghan National Army and Afghan National Police category).  Yet the strategy being implemented (i.e., heavy use of trainers and less U.S. troops than needed to secure the population) implicitly relies on this very strategy.  The fact that so few are seriously calling into question the basic tenets of the plan makes it unnecessary to defend it.

But Steve Coll gives us yet another reason for concern over the strategy.

I can think of three cases during the last four decades in which programs to strengthen Afghan security forces to either serve the interests of an outside power or suppress an insurgency or both failed because of factionalism and disunity in Kabul.

During the nineteen-seventies, the Soviet Union tried to build communist cells within the Army in order to gradually gain influence. The cells, unfortunately, split into two irreconcilable groups, and their squabbling became so disabling that the Soviets ultimately decided they had no choice but to invade, in 1979, to put things in order.

Then, during the late nineteen-eighties, faced with a dilemma similar to that facing the United States, the Soviets tried to “Afghan-ize” their occupation, much as the U.S. proposes to do now. The built up Afghan forces, put them in the lead in combat, supplied them with sophisticated weapons, and, ultimately, decided to withdraw. This strategy actually worked reasonably well for a while, although the government only controlled the major cities, never the countryside. But the factional and tribal splits within the Army persisted, defections were chronic, and a civil war among the insurgents also played out within the Army, ensuring that when the Soviet Union fell apart, and supplies halted, the Army too would crack up and dissolve en masse. (I happened to be in Kabul when this happened, in 1992. On a single day, thousands and thousands of soldiers and policemen took off their uniforms, put on civilian clothes, and went home.)

Finally, during the mid-nineteen-nineties, a fragmented and internally feuding Kabul government, in which Karzai was a participant for a time, tried to build up national forces to hold off the Taliban, but splits within the Kabul coalitions caused important militias and sections of the security forces to defect to the Taliban. The Taliban took Kabul in 1996 as much by exploiting Kabul’s political disarray as by military conquest. The history of the Afghan Army since 1970 is one in which the Army has never actually been defeated in the field, but has literally dissolved for lack of political glue on several occasions.

None of these examples offers a perfect analogy for the present, but the current situation in Kabul does contain echoes of this inglorious history.

But if we won’t openly question the strategy, we will issue tactical directives changing the rules of engagement.  It’s questionable whether the Afghans really even want this counsel to be implemented, but that doesn’t stop our generals from issuing tactical orders to Lance Corporals and Sergeants in the field.

The counter-example is given to us by the enemy.  The Washington Post has a provocative article concerning safe haven for the Quetta Shura in Pakistan (a subject our readers know well), but one particular nugget can be gleaned from this article that is salient to the discussion.

Virtually all of the Afghan Taliban’s strategic decisions are made by the Quetta Shura, according to U.S. officials. Decisions flow from the group “to Taliban field commanders, who in turn make tactical decisions that support the shura’s strategic direction,” a counterterrorism official said.

It would be better if General Stanley McChrystal didn’t try to tell combat-seasoned veterans when they could and couldn’t use fires.  But Mullah Omar has better things to do.  He sets strategy rather than dictates tactics.  While we are immersed in a sea of micromanagement and details, the enemy and his organization is beating us at the fundamentals.

McChrystal, Troop Levels and Rules of Engagement

60 Minutes did a report on General Stanley McChrystal in which the main theme was that General McChrystal is trying to deprogram eight years of bad habits in Afghanistan.  Killing civilians, running drivers off of the road, and generally being insensitive to the human terrain have kept us from winning the campaign.  It’s the ham handedness that is killing the effort – or so the report goes.  The exercise of air power has come to a virtual standstill in Afghanistan, and to contrast the current state of affairs with the previous, 60 minutes shows McChrystal visiting a town’s marketplace versus what I recognized to be a YouTube video of an A-10 run against a Taliban hideout.

The interviewer presses the issue of combat power.

“The hallmark of American military power was its overwhelming firepower. Now you’re describing a situation in which firepower is almost beside the point?” Martin asked.

“You know, the favorite saying of, ‘To a man with a hammer, everything looks like a nail.’ We can’t operate that way. We can’t walk with only a hammer in our hands,” McChrystal replied.

Thus McChrystal has issued a tactical directive that has essentially redounded to revised rules of engagement.  But this narrative is not compelling to those who have followed the campaign.  True enough, there are too many troops at large megabases in Afghanistan who ought to be on FOBs.  True enough, the campaign has had to rely very heavily on air power.  The large megabases can be emptied, but the need for air power still exists due to the force size.

The Taliban now have a permanent presence in 80% of Afghanistan due to lack of forces to counter their efforts and provide security.  While improvements can be made in the efficiency of the campaign, the narrative that bad habits have caused the diminution of the effort thus far is made-for-television theater, ending perfectly with a champion general who can repair the broken campaign and snatch victory from the jaws of defeat.

But it isn’t that simple, and McChrystal know it.  His request for more troops is meeting electoral politics head on, with political advisers being lined up to bolster a potential coming decision not to send more troops.  The never serious National Security Advisor Jim Jones has said of the deadline for deciding more troop levels “I don’t have a deadline in my mind. I think the most important thing is to do it right. But it is going to have a high priority in the administration to do this pretty relentlessly. We have a lot of other things on the table as well.”

Since no thinking American wants the National Security Advisor to worry about “other things on the table” as opposed to national security, the administration knows that it needs more firepower if it’s to deny McChrystal his troops.  Enter Colin Powell, who went on record saying “The question the president has to answer is, ‘What will more troops do?’ ” You have to not just add troops. You need a clear definition of your mission and then you can determine whether you need more troops or other resources.”

As if on cue, Jones warns that “it remains possible that, after a decision on strategy by the president, McChrystal might change his mind about the need for more troops. “We will ask General McChrystal, and say, ‘Okay, now that you’ve heard what our strategy is, does this affect your thinking in terms of your resources and, if so, how?’ ”

What would that strategy be?  As advocated by Senator Kerry, it’s likely to be a small footprint model, more oriented towards counterterrorism rather than counterinsurgency, thus returning us to the initial stages of Operation Enduring Freedom and the main reason we have watched the slow demise of the campaign.

McChrystal wants to conduct counterinsurgency, but not just any kind of counterinsurgency.  He has made protecting the population the center of gravity, the be all and end all of our efforts.  This has led to the tactical directive concerning kinetics when civilians could possibly be present.  The McChrystal interview with 60 minutes focused on the issue of civilian deaths above every other aspect of the effort.

But in a report that got almost no attention in military blogs, the locals aren’t giving this message to McChrystal.  Concerning the recent targeting of a stolen fuel tanker by an F-15, McChrystal found unexpected support from the Afghans.

At midday Saturday, after visiting the hospital and flying over the bombing site in a helicopter, the team met with two local officials. The NATO officers were expecting anger and calls for compensation. What they received was a totally unanticipated sort of criticism.

“I don’t agree with the rumor that there were a lot of civilian casualties,” said one key local official, who said he did not want to be named because he fears Taliban retribution. “Who goes out at 2 in the morning for fuel? These were bad people, and this was a good operation.”

A few hours later, McChrystal arrived at the reconstruction team’s base in Kunduz. A group of leaders from the area, including the chairman of the provincial council and the police chief, were there to meet him. So, too, were members of an investigative team dispatched by President Hamid Karzai.

McChrystal began expressing sympathy “for anyone who has been hurt or killed.”

The council chairman, Ahmadullah Wardak, cut him off. He wanted to talk about the deteriorating security situation in Kunduz, where Taliban activity has increased significantly in recent months. NATO forces in the area, he told the fact-finding team before McChrystal arrived, need to be acting “more strongly” in the area.

His concern is shared by some officials at the NATO mission headquarters, who contend that German troops in Kunduz have not been confronting the rise in Taliban activity with enough ground patrols and comprehensive counterinsurgency tactics.

“If we do three more operations like was done the other night, stability will come to Kunduz,” Wardak told McChrystal. “If people do not want to live in peace and harmony, that’s not our fault.”

McChrystal seemed to be caught off guard.

“We’ve been too nice to the thugs,” Wardak continued.

As McChrystal drove to the bombing site — defying German suggestions that the area was too dangerous — one senior NATO official noted that the lack of opposition from local officials, despite relatively clear evidence that some civilians were killed, could help to de-escalate tensions.

“We got real lucky here,” the official said.

But McChrystal still had a message to deliver. Even if the Afghan officials were not angry, he certainly did not seem pleased.

After fording the muddy river to see the bombing site — getting his pants wet up to his knees — he addressed a small group of journalists at the reconstruction team headquarters and said it was “clear there were some civilians harmed at that site.” He said NATO would fully investigate the incident.

“It’s a serious event that’s going to be a test of whether we are willing to be transparent and whether we are willing to show that we are going to protect the Afghan people,” he said.

McChrystal was caught off guard because what he heard from the Afghans doesn’t match the doctrine.  McChrystal knows doctrine, and the Afghans know unintended consequences.  They know that Taliban theft of fuel tankers meets with doom to the people around the tanker (unless McChrystal has his way).  They know that if the rules say that no fires can be directed towards domiciles that could potentially have noncombatants, even in self defense, the Taliban will surround themselves with noncombatants, in the end making it more dangerous for everyone.

To run the campaign as McChrystal wants – with diminished air support, with no fires towards areas where noncombatants could be located, with extensive dismounted patrols, and with no artillery support – means that he probably needs even more troops than he has requested.  It may not matter if the Obama administration has its way.

Here is your Afghan National Army

General McChrystal’s report to Secretary Gates lays the groundwork for a request for 40,000+ more U.S. troops.  The actual need for troops will be higher than that.  McChrystal’s report relies heavily on Afghan National Security Forces (Afghan National Army and Afghan National Police), closely following the strategy laid out by CNAS to ramp up the readiness of ANA.  But the left side of the isle doesn’t have the sole claim for plans to rely heavily on ANA.  Kimberly and Frederick Kagan also recommend a similar reliance on a rapid increase in the size of the ANA to provide the necessary troops for population security.

But recall the problems that we have documented concerning the ANA.

We have watched the ANA engage in drug abuse, smoke hashish before patrols, collude with Taliban fighters to kill U.S. troops, themselves claim that they cannot hold Helmand without Marines and fear being killed if they even go out into the streets, be relatively ineffective against Taliban fighters, sleep on their watch, and claim to be on vacation in the Helmand Province.

There has been robust debate concerning whether these examples are typical of regular behavior, but the reports of ANA problems keep being filed.  One particularly troubling one comes from David Pugliese the Ottawa Citizen.

Army staff and National Defence headquarters officials were told in 2007 that young boys had allegedly been sexually abused by Afghan security forces at a Canadian base in Afghanistan, but the concern at the time was that the incident might be reported in the news media, according to military records obtained by the Citizen.

In addition, last year Brig.-Gen. J.C. Collin, commander of Land Force Central Area, passed on to the senior army leadership the concerns raised by military police who said they had been told by their commanders not to interfere in incidents in which Afghan forces were having sex with children.

The newly released records raise questions about a military investigation that earlier this year concluded that allegations about sexual abuse of Afghan children by members of the Afghan army and police were unfounded. The Canadian Forces National Investigation Service also stated that its thorough investigation concluded allegations of such incidents were never reported to Canadian military commanders.

The allegations first surfaced publicly in June 2008 after concerns about the incidents, originally raised by soldiers and military chaplains, were reported in the news media.

Former Cpl. Travis Schouten told military officials he had witnessed an Afghan boy being sodomized by two Afghan security personnel at Canada’s Forward Operating Base Wilson in Afghanistan in 2006. Another soldier also came forward to a Toronto newspaper to report a similar occurrence at the same base in 2006. A military chaplain talked about the abuse in a report sent up the chain of command at Canadian Forces Base Petawawa. Two other chaplains have also come forward to state that soldiers came to them upset about such abuses.

The issue is sensitive for the Canadian Forces and the federal government as the Afghanistan mission has been promoted to the public as being about protecting Afghan civilians. The Afghan National Army and police are seen as key to Canada’s military withdrawal from that country in 2011.

It is the position of the Canadian Forces that its troops have no jurisdiction over the activities of Afghan military and police personnel, even those operating on Canadian bases.

The military records obtained by the Citizen through the Access to Information law note that a 90-minute meeting was held between an army public affairs staff member and a member of army commander Lt.-Gen. Andrew Leslie’s executive staff in the summer/fall of 2007. According to the June 2008 e-mail written by Lt.-Col. Stephane Grenier, an adviser on operational stress injuries, the meeting focused on various controversies that might be brought out in the news media, including, “ANP/ANA members having anal sex with young boys.”

ANP stands for Afghan National Police while ANA refers to Afghan National Army.

A second meeting about Afghan police and soldiers having sex with children was held later that week at National Defence headquarters involving senior members of the Defence Department’s civilian and military public affairs staff, according to the e-mail.

In addition, on June 18, 2008, Brig.-Gen. J.C. Collin, commander of Land Force Central Area, passed on to Leslie’s staff and Brig.-Gen. Ian Poulter the concerns raised by several military police officers. Collin called the e-mail from the military police commander, “rather disconcerting.”

Included were details from military police who noted it was well known among Canadian troops that ANA and ANP personnel had sex with kids. Another was upset that military police were told not to intervene in such matters, according to the e-mail.

Also queued up is a recent report by Ann Jones for the Asia Times.

In the heat of this summer, I went out to the training fields near Kabul where Afghan army recruits are put through their paces, and it was quickly evident just what’s getting lost in translation. Our trainers, soldiers from the Illinois National Guard, were masterful. Professional and highly skilled, they were dedicated to carrying out their mission – and doing the job well. They were also big, strong, camouflaged, combat-booted, supersized American men, their bodies swollen by flack jackets and lashed with knives, handguns, and god only knows what else. Any American could be proud of their commitment to tough duty.

The Afghans were puny by comparison: hundreds of little Davids to the overstuffed American Goliaths training them. Keep in mind: Afghan recruits come from a world of desperate poverty. They are almost uniformly malnourished and underweight. Many are no bigger than I am (1.6 meters and thin) – and some probably not much stronger. Like me, many sag under the weight of a standard-issue flack jacket.

Their American trainers spoke of “upper body strength deficiency” and prescribed pushups because their trainees buckle under the backpacks filled with 50 pounds (110 kilograms) of equipment and ammo they are expected to carry. All this material must seem absurd to men whose fathers and brothers, wearing only the old cotton shirts and baggy pants of everyday life and carrying battered Russian Kalashnikov rifles, defeated the Red Army two decades ago. American trainers marvel that, freed from heavy equipment and uniforms, Afghan soldiers can run through the mountains all day – as the Taliban guerrillas in fact do with great effect – but the US military is determined to train them for another style of war.

Still, the new recruits turn out for training in the blistering heat in this stony desert landscape wearing, beneath their heavy uniforms, the smart red, green, and black warm-up outfits intended to encourage them to engage in off-duty exercise. American trainers recognize that recruits regularly wear all their gear at once for fear somebody will steal anything left behind in the barracks, but they take this overdressing as a sign of how much Afghans love the military.

My own reading, based on my observations of Afghan life during the years I’ve spent in that country, is this: It’s a sign of how little they trust one another, or the Americans who gave them the snazzy suits. I think it also indicates the obvious: that these impoverished men in a country without work have joined the Afghan National Army for what they can get out of it (and keep or sell) – and that doesn’t include democracy or glory.

In the current policy debate about the Afghan War in Washington, Senate Armed Services Committee Chairman Carl Levin wants the Afghans to defend their country. Senator John McCain, the top Republican on the committee, agrees but says they need even more help from even more Americans. The common ground – the sacred territory Obama gropes for – is that, whatever else happens, the US must speed up the training of “the Afghan security forces”.

American military planners and policymakers already proceed as if, with sufficient training, Afghans can be transformed into scale-model, wind-up American Marines. That is not going to happen. Not now. Not ever. No matter how many of our leaders concur that it must happen – and ever faster …

The current projected “end strength” for the ANA, to be reached in December 2011, is 134,000 men; but Afghan officers told me they’re planning for a force of 200,000, while the Western press often cites 240,000 as the final figure.

The number 400,000 is often mentioned as the supposed end-strength quota for the combined security forces – an army of 240,000 soldiers and a police force with 160,000 men. Yet Afghan National Police officials also speak of a far more inflated figure, 250,000, and they claim that 149,000 men have already been trained. Police training has always proven problematic, however, in part because, from the start, the European allies fundamentally disagreed with the Bush administration about what the role of the Afghan police should be.

Ann goes on to document the poor training of the ANP and the disagreement within both the ISAF and Afghanistan concerning exactly what the capabilities of the ANP should be.  In either case, the ANP are widely known as corrupt and criminal people who don’t have the best interests of the Afghans at heart.  The ANP is horrible, and more horrible still.  Whether it’s the ANP who require bribes or the ANA who pluck the chickens of the locals when they enter their homes, the Afghan National Security Forces are not yet fully trusted by their own people, much less the ISAF, and for very good reason.

There is big trouble looming for those who believe that the ANSF is our strategy for a rapid exit.  This doesn’t mean that the campaign is not winnable.  It does mean, however, that there will be no rapid exit if we are to succeed.  Western armies are the greatest on earth, no only with the requisite moral and social underpinnings of the institutions but also an NCO corps that makes them unique compared to Middle Eastern armies.  Standing up an Afghanistan army will be very difficult, especially one that is large enough to assist in the campaign but also small enough to be supported by the GNP of the country.  Whatever final size obtains, it will almost certainly be too large to be supported by Afghanistan alone.

The need of the hour is ANSF that is somewhat smaller, but much more reliable, more well trained and disciplined, and more respected by the Afghans.  The need is not numbers.  The need is an ANSF that actually contributes to the campaign.  Also needed are more U.S. troops to perform counterinsurgency operations in the mean time, including killing the enemy and protecting the population from the same.  More troops to train the ANSF is a romantic idea, but the notion that we can quickly rely on them is pure myth.

From the Daily Times of Pakistan.

… much of the recruitment that has brought the strength of the Afghan army to some 89,000 has come from Tajik areas, perhaps because Pashtuns have been intimidated into not joining, or perhaps because of the policies adopted by the largely Tajik-dominated bureaucracy of the Afghan defence ministry. The increase already approved to 134,000 will also come in current conditions from the Tajiks or other minority ethnic groups.

The further increase to 240,000 which has or will be proposed by Gen McChrystal will further compound the problem, of having a national army in which the largest ethnic group is underrepresented, and may give added reason for the Pashtuns to identify with the Taliban.

An internal Afghan problem, but affecting our efforts nonetheless.

Brief Initial Take on McChrystal’s Report to Gates

There will be much more on McChrystal’s report to Gates in the coming days.  But my brief initial take is that there are parts of the assessment that aren’t serious.  It says “The ANSF is currently not large enough to cope with the demands of fighting the resilient insurgency in Afghanistan.”

The ANSF aren’t currently capable of fighting the insurgency in Afghanistan for reasons other than their size, as our coverage of the Afghan National Army and Afghan National Police shows.  My assessment is that Afghanistan needs more qualified, less drug addicted, more dedicated, more professional forces.  In addition to this, the GNP of Afghanistan cannot support an ANSF as large at it currently is, much less larger.  Thus McChrystal’s advisors live in a daydream.  This doesn’t bode well for the balance of the study.

UPDATE:

Our friends at the Small Wars Journal have done a good roundup of initial reactions to McChrystal’s report to Gates.  Bill Roggio in particular reports that McChrystal to resign if not given resources for Afghanistan.  But this isn’t what the McClatchy report says.  They say that:

Three officers at the Pentagon and in Kabul told McClatchy that the McChrystal they know would resign before he’d stand behind a faltering policy that he thought would endanger his forces or the strategy.

This is a quite a bit different.  McChrystal has requested 45,000 additional troops.  He needs more – and he needs to rescind his tactical directive  before more Marines die as they did in Kunar.  The unintended consequences of lack of force projection (i.e., the remedy) will prove to be worse than the “disease” itself.  It will kill the patient.

More Thoughts on Marines and Rules of Engagement

Briefly following up on Taliban Ambush in Eastern Kunar Kills Four U.S. Marines, we know now that there will be an investigation of this incident reviewing whether the ROE was a contributing cause to four Marines perishing.  There have been some blog posts and other discussion forums questioning the veracity of the reporting done that day by McClatchy.  Christian at Defense Tech (whom I respect) says Jonathan Landay with McClatchy is “a well-respected journalist whom I’ve known for years.”  I see absolutely no reason prima facie to doubt the veracity or accuracy of the report.

If the report had vacillated I would be less strident about this incident.  But the report was clear.  The Marines were under fire and demanded artillery not once, but twice.  They were denied artillery and CAS not once,  but twice – for the stated reason that the ROE didn’t allow it.

McChrystal has released his tactical directive, but let’s be clear about this.  There is what is written on paper and the unwritten context.  Here is the unwritten context.

“If you are in a situation where you are under fire from the enemy… if there is any chance of creating civilian casualties or if you don’t know whether you will create civilian casualties, if you can withdraw from that situation without firing, then you must do so,” said McChrystal.

There is always a chance.  Always.  But here is something that has no chance of happening.  No investigation will find that a tactical directive written or endorsed by a four star general was responsible for anything bad.  The directive will be exonerated and the field grade officers responsible for denying artillery had better begin looking for another line of work.

Why are we in the Helmand Province?

In Helmand is a Sideshow – Or Not I addressed the charge that had been leveled in a WSJ article that Helmand was a sideshow to the real fight.  Summarizing, the author said:

American forces have been waging a major offensive in the neighboring southern province of Helmand, the center of Afghanistan’s drug trade. Some U.S. military officials believe the Taliban have taken advantage of the American preoccupation with Helmand to infiltrate Kandahar and set up shadow local governments and courts throughout the city.

“Helmand is a sideshow,” said the senior military official briefed on the analysis. “Kandahar is the capital of the south [and] that’s why they want it.”

I responded:

The Helmand Province is the home of the indigenous insurgency, the Afghanistan Taliban, and its capital is Lashkar Gah.  Without hitting the Taliban’s recruiting grounds, fund raising and revenue development, training grounds, and logistical supply lines, the campaign cannot be won.  Focusing on the population centers is a loser strategy, doomed to sure failure.  Controlling the cities as some sort of prison while the roads are all controlled by Taliban is just what the Russians did, only to withdraw in ignominy.  The Marines are in Helmand because just like Anbar, Iraq at the time, it is the worst place on earth.

But the narrative won’t go away, and even seems to be gaining momentum.  Joe Klein weighs in with the next installment.

The U.S. military does not move in mysterious ways. It plods, it plans, it plots out every logistical detail before launching an initiative. Things take time. For example: not all of the 21,000 additional forces that President Obama authorized for Afghanistan last winter have even arrived in the country yet. For another example: the battle plan those troops were asked to execute was devised primarily by General David McKiernan, who was replaced about the time the troops started arriving. McKiernan’s plan reflected his experience in conventional warfare: he chose to deploy the troops where the bad guys were — largely in Helmand province on the Pakistani border, home of nearly 60% of the world’s opium crop, a place that was firmly in Taliban control. But pursuing conventional warfare in Afghanistan is about as effective as using a football in a tennis match. The Army’s new counterinsurgency doctrine says you go where the people are concentrated and protect them, then gradually move into the sectors the bad guys control. That is not what we’re doing in Afghanistan. In addition to all the other problems we’re facing — the corruption of the Karzai government, the election chaos, the porous Pakistani border — it has become apparent that we’re pursuing the wrong military strategy in this frustrating war.

Note how the narrative has graduated to the strategy being implemented was McKiernan’s, not McChrystal’s, and McChrystal had no choice in the matter due to logistical inertia.  Continuing with the “McChrystal is powerless to change things” meme:

Upon his arrival in Afghanistan as McKiernan’s replacement last June, General Stanley McChrystal was pretty much presented with a fait accompli: the troops were arriving in Helmand. “The ship was moving in that direction,” a military expert told me, “and it would have been difficult to turn it around.” Indeed, it would have taken months of planning to change course. The additional troops were needed immediately to blunt the momentum of the Taliban and also to provide security for the Afghan elections. The trouble was, the troops would have been better deployed in Helmand’s neighbor to the east — Kandahar province, especially in Kandahar city and its suburbs. “Kandahar is the center of gravity in this insurgency,” says John Nagl, a retired lieutenant colonel who helped write the Army’s counterinsurgency doctrine. “It is as important now as Fallujah was in Iraq in 2004.”

Kandahar is the capital city of Afghanistan’s Pashtun majority, home of both the Karzai family and Mullah Omar, leader of the Taliban. It is where the Taliban began. It has been run, in a staggeringly corrupt manner, by Hamid Karzai’s brother Ahmed Wali Karzai — who, according to U.S. investigators, has extensive links to the opium trade. As the Karzai government has grown more unpopular, the situation in Kandahar has deteriorated. The Taliban own the night, slipping death threats under the doors of those who would cooperate with the government. In Iraq the military’s counterinsurgency strategy turned around a similarly bleak urban situation — notably in Baghdad, where U.S. troops helped the Iraqis regain control of neighborhoods by setting up and staffing joint security stations. But the troops who should be securing Kandahar are fighting an elusive enemy in Helmand.

Following Clausewitz into a single center of gravity for a campaign is the reason behind Center of Gravity Versus Lines of Effort in COIN, and I still continue to believe that nothing so easy and clear will present itself as a single focal point for our efforts.  But the statement concerning Fallujah in 2004 is odd.

Kandahar doesn’t seem anything like Fallujah in 2004.  The security situation in Kandahar may be degrading, but in Fallujah it was so bad that at the beginning of al Fajr the city was free of noncombatants and only fighters were left behind, many or most of whom were high on epinephrine and morphine.  The campaign in Anbar saw more than 1000 U.S. Marines perish, way more than have died in Operation Enduring Freedom between all branches of the service.  Fallujah saw continued operations into 2007 with Operation Alljah, but during the fight for Anbar Marines were also deployed to Haditha, al Qaim, Hit, the Syrian border and other rural areas.

The argument to control the streets of Kandahar makes sense if that argument doesn’t also hinge upon removing the Marines from Helmand where the fighters recruit, train, raise their support, and get ingress to and egress from Afghanistan.  In Now Zad Taliban fighters have been so unmolested that they have used that area for R&R.  The city of Now Zad – with an erstwhile population of 30,000+ civilians – is deserted with only insurgents remaining to terrorize the area so that inhabitants don’t return.  The Marines are so under-resourced that they can only fight the Taliban to a standstill.  It is so dangerous in Now Zad that the Marines deployed there are the only ones to bring two trauma doctors with them.

It is a strange argument indeed that sends Marines to Kandahar while the insurgents in Now Zad have separated themselves off from civilians and invited a fight.  So send more Marines to Kandahar to control the streets.  The Taliban bullying will stop once a Regimental Combat Team arrives.  This should not be too difficult to pull off.  As I have said before, there are so many Marines at Camp Lejeune that some units are not even in the same barracks, and more barracks are being built.  Not since the start of Operation Iraqi Freedom has the Corps been so large with so many Marines garrisoned in the states.  Furthermore, if they aren’t in the states they are on board amphibious assault docks doing nothing.  Entire Battalions of Marine infantry – doing nothing for nine months.

But if the resources to control Kandahar are there, the argument to remove them from Helmand is not.  Whether the sources for the WSJ and Joe Klein’s article are wishing for the narrative to gain traction or there is in reality a sense that Helmand is a sideshow is irrelevant.  The strategists need to sense the reality that Helmand is not a sideshow, and that it is a very real line of effort in the campaign.  Without hitting the insurgents where they live we will follow the Russians out of Afghanistan.

Did ROE Lead to Marine Deaths?

Uncle Jimbo at Blackfive is at the same time entertaining, sardonic, witty, and when he wants to be, quite serious.  He is an asset to the Milblogging community, certainly more so than I.  But occasionally we must disagree, and I’m sure that James is okay with that.  Today is one of those times.  He writes:

The answer is no. Michelle Malkin has a post up now titled “Report: Rules of engagement led to soldiers’ deaths”. I wrote her to explain why this is not the case.

When Gen. McChrystal released his new Tactical Directive there was much consternation about the fact that there were strict limitations about when strikes against civilian locations were authorized. This was done to change our methods of dealing with enemy activity from dropping a bomb or indirect fire on them, to disengaging if possible to avoid killing civilians. This is a wise move if we are ever to gain the trust and help of the Afghan people. The new directive specifically states that if a unit cannot safely disengage, then they can use fire support against civilian locations.

But it was not the Rules of Engagement (ROE) that caused their deaths. If this report from a McClatchy journalist is accurate then mistakes were made. But the mistakes were in improperly applying the ROE and in disregarding the commander on the ground saying that there were no civilians in jeopardy regardless. If as reported they were denied this fire support due to an overly tight and wrong interpretation of the ROE, and worse if the chain of command failed to listen to the unit in contact advising that the call for fire would not harm civilians, then heads should roll. But let’s find out if that is the case before we jump to judgment. And you will pardon me if I decline to take a story published by one journalist as the gospel truth on this. None of this, however, points to the ROE as the cause of these Marines deaths.

Where Michelle has been is an enigma.  I covered this eight days ago.  But without rehearsing again the idea that there are unintended consequences to every action we ever take or decision we ever make (including ROE), we’ll tackle only the issue of this specific engagement.

First, as for the McClatchy reporter, I see no reason to doubt his account.  I wasn’t there.  Second, based on direct reports on ROE experiences from a certain Marine with whom I am close, an Army intelligence contact based in Ramadi several years ago, and extensive interviews of other Marines, I just don’t think it’s as clear as follow the written ROE and if you fail to provide support for your troops you’re an incompetent toad and should be flogged.  Things that are made out to be black and white are in reality under the stress and pressure and fog of battle only shades of gray.

Based on all indications, there is no question that the ROE contributed to this catastrophe.  It may not have been the only contributing cause, but it weighs large in the scheme of things.  A different decision, i.e., to support the Marines with artillery, might have averted the deaths of four Marines.  That decision was made based on the rules as they commanders understood them.  The communications they had directly from the battle had to be sifted through “what ifs,” and “is it possible that,” and the knowledge that Lt. Col. Chessani was brought up on charges for merely failing to conduct an investigation over the incidents at Haditha, Iraq.

So it’s one thing to demand that heads roll, and quite another to acknowledge that the formal rules by which our warriors are charged with crimes might have led to being hamstrung during battle.  As I have observed before, the counsel to consider the holistic consequences of actions in battle should never have been dealt with as a set of rules or a tactical directive.

Generals should teach, enable, inspire, create strategy, and lead.  When they issue tactical directives to Lance Corporals and Sergeants in the field, our military establishment has lost its way in a morass of micromanagement and unnecessary details.

McChrystal Releases Counterinsurgency Guidance and Requests More Troops

General McChrystal recently released counterinsurgency guidance for the ISAF.

COMISAF COIN GUIDANCE

From the very first executive summary statement, the mission(s) of protecting the people and destroying the enemy are set in juxtaposition with each other, as if contradictory or somehow mutually exclusive.  We have dealt with this before in Center of Gravity Versus Lines of Effort in COIN, so this issue will not be reiterated except to say that no one – no one, not the so-called COIN experts at CNAS, not military historians, no one – has demonstrated that for success in counterinsurgency we must focus away from killing the enemy.  Iraq was done the opposite way, with heavy kinetics and intelligence driven raids a huge part of the campaign from 2006 through 2008.

There is much with which to agree in the document, including what the Marines are doing in the Helmand Province to exemplify the guidance contained in this document – heavy interaction with the population.  Furthermore, it is obviously necessary to protect the population from killers and get the population involved in the fight against the insurgency.  But there are so many things with which to disagree it’s difficult to know where to begin.

Page 2: ” … an insurgency cannot be defeated by attrition; its supply of fighters, and even leadership, is effectively endless.”  Well, this simply isn’t true.  Turning to the most recent counterinsurgency campaign in our history, Operation Iraqi Freedom, I know something about how the Marines approached the campaign in the Anbar Province.  To claim that the U.S. Marines bifurcated and set in opposition the notions of protecting the population and killing the enemy is worse than just dense.  It’s dishonest.  Tens of thousands of insurgents were killed, Anbar was pacified before the balance of Iraq, and the supply of insurgents wasn’t endless.  I just don’t know how to be clearer.  This claim is simply false.

Next is this jaw unhinging claim on page 3: “We must think of offensive operations not simply as those that target militants, but ones that earn the trust and support of the people while denying influence and access to the insurgent.  Holding routine jirgas with community leaders that build trust and solve problems is an offensive operation.  So is using projects and work programs to bring communities together and meet their needs.  Missions primarily designed to disrupt militants are not.”

Now just to make sure that we are clear on this, jirgas are good.  Community projects are good.  But this statement goes so far down the path of the Western-trained PhD sociology student that it’s unclear why we aren’t reading that “flowers are beautiful, butterflies are too, and I love you!”  (Colonel Gian Gentile also warns against the notion of “weaponizing” cultural knowledge because it is an illusion).

Now.  Note the claim.  After outlining various things that could be considered offensive operations, it is stated that missions designed to disrupt militants is not offensive.  This is so gobsmackingly outlandish and juvenile that it really casts serious doubt as to whether we can grant any legitimacy whatsoever to this document.

After having to perform squad rushes against Taliban positions in Helmand recently, it’s doubtful that the Marines will have any use for this guidance.  This document seems to be the kind of thing that staff officers discuss with field grade officers who discretely roll their eyes, while the junior officers wouldn’t be caught telling their reports that their recent squad rush directly into Taliban fire wasn’t really an offensive operation.

The guidance has highly poignant and intelligent moments such as on page 4 when it recognizes that the insurgents will sometimes set themselves off from the population (such as with Now Zad where we have been begging for more Marines), and in such circumstances it is wise to engage in high intensity kinetics because of the opportunity presented to us.  But then the guidance devolves to the almost absurd, such as on page 5 where it is stated of the Afghan National Army that we should “Put them in the lead and support them, even before they think they are ready.  Coach them to excellence, and they will amaze you with how quickly they take charge.”

This sounds more like a football coach pep talk than a General advising his troops.  It will likely have little traction with U.S. forces who have watched the ANA engage in drug abuse, smoke hashish before patrols, collude with Taliban fighters to kill U.S. troops, themselves claim that they cannot hold Helmand without Marines and fear being killed if they even go out into the streets, be relatively ineffective against Taliban fighters, sleep on their watch, and claim to be on vacation in the Helmand Province.

The incoherence of the document and perhaps mildly or moderately insulting and preachy manner will limit its usefulness in the field and even in the classroom.  Fortunately, while this document is being sent to leaders in Afghanistan, General McChrystal is quietly preparing to give the administration options, all of which include more troops (although not as many as we had recommended).

The general is leaning toward three major options — the “high risk strategy” is to add only 15,000 troops to the 68,000 that will be on the ground by the end of this year — as in, the highest risk of failure. The “medium risk strategy” is to add 25,000 troops, and the “low risk strategy” is 45,000, according to a senior defense adviser helping craft the plan.

Also fortunately, the enlisted Marines in Helmand won’t be reading this document.  They don’t have time, as they will be doing what the author of this document has not discussed.  They will be engaging in full orbed, comprehensive counterinsurgency in their area of operation, from jirgas to squad rushes.  Let’s hope that the balance of the forces will be doing the same thing in spite of the guidance.

Update on ROE Changes for Afghanistan

Speaking during a visit to a new US marine base in southern Helmand province, Gen McChrystal said that US and Nato troops must make a “cultural shift” from conventional warfare to protecting Afghan civilians.

“Traditionally American forces are designed for conventional, high-intensity combat. In my mind what we’ve really got to do is make a cultural shift,” he said

“When you do anything that harms the people you just have a huge chance of alienating the population. And so even with the best of intentions, if our operation causes them to lose property or loved ones, there is almost no way somebody cannot be impacted in how they view the government and us, the coalition forces.”

“If you are in a situation where you are under fire from the enemy… if there is any chance of creating civilian casualties or if you don’t know whether you will create civilian casualties, if you can withdraw from that situation without firing, then you must do so,” he told the BBC.

This address was probably delivered at Camp Leatherneck:

Where the U.S. Marines are preparing to take on an insurgency as well-entrenched as it was in the Anbar Province.  This information is valuable as a followup to our previous analysis of the new ROE.  Four more points are in order.

First, General McChrystal has essentially laid out the new insurgent strategy in Afghanistan.  This strategy is even more sure than it was in Iraq where staying among noncombatants yielded little succor, especially against the Marines in the Anbar Province (we’ll also remind you at this point that al Qaeda and the indigenous insurgency lost in Anbar – the Anbaris and the Marines won).

Second, it is bizarre in the extreme for General McChrystal, having spent his time in raids, high value target killings and other dark operations, to be telling the Marines (who not only did that, but spent time among the people too) what will and won’t win a counterinsurgency.  As the saying goes, he is trying to teach his granny to suck eggs.

Third, there is no possible way for Soldiers or Marines to know with certainty if noncombatants are in any particular location or domicile.  General McChrystal’s words were “if there is any chance.”  Without comprehensive knowledge of the situation, there is always a chance.  Thus the decision-making is biased in favor of disengagement.

Finally, protecting Afghan civilians involves killing Taliban.  One won’t be possible without the other.  Young Marines in Camps Lejeune and Pendleton preparing to deploy to Afghanistan must be wondering “just what kind of mess are they preparing for us?  I think I’d rather go on a float where I can shoot back.”  At Camp Leatherneck there must be young Marines staring in disbelief at their COs.  In the halls of the Pentagon the Marine Corps Commandant surely must be preparing an exit strategy for Afghanistan.

The U.S. commander in Afghanistan will soon order U.S. and NATO forces to break away from fights with militants hiding among villagers, an official said Monday, announcing one of the strongest measures yet to protect Afghan civilians.

The most contentious civilian casualty cases in recent years occurred during battles in Afghan villages when U.S. airstrikes aimed at militants also killed civilians. American commanders say such deaths hurt their mission because they turn average Afghans against the government and international forces …

Gen. Stanley McChrystal, who took command of international forces in Afghanistan this month, has said his measure of effectiveness will be the “number of Afghans shielded from violence” — not the number of militants killed.

McChrystal will issue orders within days saying troops may attack insurgents hiding in Afghan houses if U.S. or NATO forces are in imminent danger, said U.S. military spokesman Rear Adm. Greg Smith.

“But if there is a compound they’re taking fire from and they can remove themselves from the area safely, without any undue danger to the forces, then that’s the option they should take,” Smith said. “Because in these compounds we know there are often civilians kept captive by the Taliban.”

Reactions

J. D. Johannes takes a wait and see attitude, but is generally not opposed.

At first blush it may sound like the rule is to retreat.  I’ll save final judgement until I see the full order from the General McChrystal.  I’m wagering that it will have plenty of wiggle room for commander discretion.

But the key point of the change in the use of force is to move away from killing to suffocation.

As Marine General Mark Gurganus told me, “you can’t kill your way out of an insurgency.”

But you can suffocate an insurgency by denying its ability to operate.  You suffocate the insurgent by conducting detailed census data collection missions, ID card programs, gated communities and check points.

Uncle Jimbo at Blackfive is surprisingly supportive.

I assume there will be additional tactical changes to deny them what seems on the surface a big advantage, and this is not simply retreat but re-tooling. Since we know that the Talibs and AQ take people hostage and then attack us from their houses, maybe flattening the house with a 2,000 pounder and wiping out a family that wished they were anywhere else isn’t the most cunning plan. That coming from the King of Dead Tangos, I know.

MCQ at Blackfive isn’t so supportive.

Certainly I can understand the problems created by unintentional civilian casualties, especially in a tribal culture like Afghanistan. What I don’t understand, however, is an order which all but outlines the new tactics of the enemy.  I mean, you tell me, where, if possible, would you initiate all of your contact from now on if you’re the Taliban?

The Small Wars Council has a long and involved discussion thread on the new ROE.

Anthony Hoh: “How many times do you get shot at from the same compound/village that you drive by every day before you can do something about it?

Ken White: “I’ll give it a month or two before it quietly disappears. Not a smart move on several levels…”

IntelTrooper: “One recurring theme in talking to Afghans was “The Russians were jerks, but at least they never ran from a fight.” ISAF is already too prone to break contact. I can’t see this helping that.”

Ken White: “I suspect the civilians who are nominally innocent will get more visitation by various bad guys and said civilians will not really appreciate the extra attention (nor will they be happy that a small source of income, claiming non-existent casualties, has been removed).  Aside from the impacts on own forces, the net result is most likely to be more, not fewer, civilian casualties …”

But the discussion thread is a mixed bag, with some council members advocating the new rules in the interest of application of good counterinsurgency doctrine.  The discussion thread soon becomes oriented towards good practices rather than ROE (as pointed out by Ken White).

Analysis & Commentary

Let’s briefly revisit the ROE.  We have discussed the standing rules of engagement, the theater-specific rules of engagement for Iraq, and even the rules on the use of force.  Our problems with the existing ROE and RUF are legendary, and include the insurmountable initial problem that they are constructed around defensive operations and personal and unit self defense and include no discussion or guidance for offensive operations.  This is why General Kearney wanted to charge two Army snipers with murder for targeting a Taliban commander who didn’t happen to be holding a weapon.

The vehicle commander, Corporal Ronnie Davis, is in front of me holding a pair of binos.  Three other Marines peer down a street where Mujahideen have been firing at us from multi-story buildings scarred by gunfire and explosions.  While we exchange fire with the Muj, other observation assets available to 1 st Battalion, 6th Marines are mapping enemy positions for future operations.

“That’s the same two guys.  They’ve crossed back and forth four times,” Corporal Davis announces, referring to a pair of unarmed Iraqis who have run for cover.  Because these men are unarmed, the Americans under the Rules of Engagement are not allowed to shoot at them—even though gunfire is coming at us from that direction.

Get the picture?  The insurgents had emplaced weapons, fired them, dropped them, run to the next station and picked up another weapon, fired, and were repeating the process as long as they wanted.  The Marines couldn’t return fire because they never saw the insurgents run across the street holding a weapon.

Michael Totten describes for us what happens when insurgents are no longer able to game the system.

“AQI announced the Islamic State of Iraq in a parade downtown on October 15, 2006,” said Captain McGee. “This was their response to Sahawa al Anbar. They were threatened by the tribal movement so they accelerated their attacks against tribal leaders. They ramped up the murder and intimidation. It was basically a hostile fascist takeover of the city.”

Sheikh Jassim’s experience was typical.

“Jassim was pissed off because American artillery fire was landing in his area,” Colonel Holmes said. “But he wasn’t pissed off at us. He was pissed off at Al Qaeda because he knew they always shot first and we were just shooting back.”

So it’s possible that that this change to the ROE will help the Taliban, or anti-Afghan forces.  It is equally questionable whether simply leaving things as they are wouldn’t be better.  But besides the questionable tactical value in the change, we work best with examples.  Those who traffic in stories are some of the best teachers.

General McChrystal’s guidance further complicates the matter and hamstrings U.S. troops.  To be sure, The Captain’s Journal understands the damage done to the campaign when innocents are killed.  But no one intends to kill noncombatants with kinetic operations, and this leads us to the final – and most difficult – issue of all.  The guidance seems to be prima facie draconian, i.e., back off of engagements if possible.  This is a sure recipe for failure of the campaign.  But assuming the more gracious interpretation that U.S. troops should back off of engagements when they believe noncombatants will be involved, this raises the question of judgment and probability.

The Marines are currently engaged in heavy combat operations in Now Zad where several hundred Taliban fighters have cordoned themselves off from noncombatants to fight the Marines.  We pray for such engagements, but most of them are more ambiguous.

Take for instance the engagements in 2008 between the Marines and Taliban in Garmser (see also Marines in Helmand).  The Marines were involved in what they termed “constant and continual” contact and engagement with the enemy, and fire fights that at times involved “full bore reloading.”  They killed some 400 Taliban fighters in the engagements, and during this period although they worked the population by opening a complaint shop for home damage, the 24th MEU would have been unable to prove that noncombatants weren’t still resident in the city when kinetic operations began.

Thus one of the most important Marine Corps operations thus far in the campaign wouldn’t have been  conducted under the new ROE because there was no certainty regarding noncombatants.  This fixes the issue for us.  While exceptions make for bad law, this operation was not an exception.  The rules of engagement should provide adequate guidance during operations which prove to be the rule rather than the exception.
