Marine Force Protection in Garmsir?

In the Afghanistan town of Darvishan, Garmsir District, an incident occurred between the townsfolk and the Marines.

Anti-American violence eased Wednesday in the southern Afghanistan town of Darvishan, where the Taliban fanned demonstrations following rumors of desecration of the Koran in a U.S.-led operation.

U.S. military officials said there was no truth to rumors that the Islamic holy book had been mistreated, but protests had turned deadly before U.S. and Afghan officials met with community and tribal elders to diffuse tensions and security forces discouraged potential demonstrators from entering the town.

Six Afghan civilians were killed about 20 miles south of Darvishan when a large group of villagers heading for the Garmsir District center failed to heed repeated warnings to turn back and tried to force their way through a military checkpoint, U.S. Marine officers said.

One person was shot by a Marine and five others were shot by Afghan soldiers, officials said.

An Afghan policeman was critically wounded Wednesday when suspected Taliban gunmen ambushed him on the outskirts of Darvishan as he drove to work.

“It was generally calm here today,” Lt. Col. John McDonough, commander of the 2nd Battalion, 2nd Marines, said at a staff briefing at Combat Outpost Delhi, on the edge of Darvishan. “Let’s work to keep it that way.”

U.S. Marines were pelted with rocks and sprayed with gunfire Tuesday in Darvishan as Taliban-led rioting roiled the town, which is located in southern Helmand province. One Afghan gunman was killed by a Marine sniper. No Marines were killed or seriously injured.

Pelted with rocks and sprayed with gunfire.  A followup Reuters report was a little more specific concerning the circumstances surrounding this event.

The incident, which took place on Wednesday but was not reported until Friday, was the second demonstration to turn violent in two days in Helmand’s Garmsir district, suggesting mounting civil unrest in a part of the country where U.S. Marines under NATO command made major advances last year.

“ANA and ISAF forces warned a crowd of between 200 and 400 assembled civilians to keep its distance from the outpost,” a NATO statement said, referring to the Afghan National Army and NATO-led International Security Assistance Force.

ISAF is manned in the area by U.S. Marines.

“A number of civilians in the crowd disregarded instructions, resulting in forces firing warning shots. Deliberative escalation of force procedures were followed, but one individual continued to ignore instructions, striking members of the combined force with a stick,” the statement said.

Lieutenant-Colonel Todd Breasseale said both Afghan troops and the U.S. Marines subsequently fired at the crowd. An investigation was under way to determine which force’s bullets had struck each the five people who were wounded.

Civilian casualties caused by NATO troops are one of the most emotive issues in Afghanistan’s eight-year-old conflict.

The incident came a day after another violent demonstration in Garmsir. During that earlier demonstration, U.S. Marines say they fired only at a sniper, who had shot into their base. Afghan officials say Afghan troops killed eight protesters and wounded 13 who were trying to storm a government building.

Afghan and U.S. officials say the initial unrest was prompted by rumors that U.S. troops had defaced a holy book during a raid. U.S. and Afghan officials met with locals in the area to restore calm and deny the rumors in strong terms.

“A lot of this came from a massive Taliban-initiated hoax,” Breasseale said. “People started behaving dangerously and unfortunately things like this happen.”

Dawood Ahmadi, spokesman for Helmand governor Gulab Mangal, said Wednesday’s demonstration had taken place outside a base where U.S. and Afghan officials were discussing the unrest from the day before.

He said Taliban infiltrators in Wednesday’s crowd fired at the U.S. and Afghan troops, prompting the Afghans to return fire. The NATO statement made no mention of shots fired from the crowd.

Or more correctly, it appears that there were at least two different incidents similar in nature.  Either way, several things jump out of the reports and I would offer the following observations concerning the events and the Marines’ reaction.  First, there is nothing new about insurgent-instigated chaos.  This kind of thing occurred in Iraq too, and in the Anbar Province, it was dealt a quick blow whenever and wherever it happened.

Second, the Taliban feel utterly protected by being amidst the population.  While it may be backed with all of the nice intentions mankind can muster, the unintended consequences of less robust rules of engagement are that more noncombatants die.  Many, if not most, of these townsfolk would never have been there if they had believed that they were in mortal danger, and the Taliban wouldn’t have been there to instigate the event(s) if we were giving chase to them and they were running for their lives.

When townsfolk can pelt the Marines with rocks and Taliban fighters can run amok in the crowds, U.S. forces are not respected.  It’s an ominous sign – that the most feared fighting force on earth, the 911 forces of America, the most deadly, rapid and mobile strike forces of any nation anywhere, can be pelted with rocks and hit with sticks without any fear whatsoever.  This isn’t likely to ensure belief by the population that they will be “protected” by our forces.  So much for effective counterinsurgency viz. Field Manual FM 3-24.  Oh, and as for attempting to find out who actually shot who in this “investigation,” we have yet another instance of flag and staff level officers trying to micromanage the campaign.  Let me state in the clearest possible terms – IT DOESN’T MATTER.

Rules of Engagement Problems in Kunar Afghanistan

For those who haven’t followed events in the Kunar Province of Afghanistan, as reported at the end of December, approximately nine people were killed in the Kunar Province during a raid by U.S. forces.

Nine people killed in a military action targeting militants in eastern Afghanistan apparently were members of an insurgent network, a U.S. military official told CNN on Tuesday.

“The operation was against a network of folks, who had been tracked for a while, involved in producing IEDs as well as some criminal activity,” said the official, who asked not to be named.

“As a result of the action, the best info that we have is that nine of those militants in that network were killed. That’s based on weapons and IED components at the scene,” and it appears the nine were males, the official said.

The narrative quickly turned ugly, from the U.S. forces killing students execution style, to small children being taken from their bed in the middle of the night, handcuffed, and executed.  U.S. Special Forces have in fact been called swine for this behavior.  The fact that the narrative has contradicted itself (it wasn’t children at all who died, but children who witnessed their fathers being killed) isn’t important for critics who listen too carefully to Taliban propaganda.

Spencer Ackerman has worked himself into a lather over these events.  “What we do know is that eight adolescent and teenage boys died horrifically nine days ago. Regardless of the circumstances, this is a tragedy; depending on the circumstances, it’s possibly also a war crime.”

War crimes.  It is not so frequent an occurrence that Spencer Ackerman and I agree, but in this case, I too and deeply and profoundly concerned about events in the Kunar Province.  You might recall that four Marines died approximately four months ago as a result of a fire fight in which they twice requested air and artillery support, only to be twice denied that support because noncombatants might be involved.

The ISAF weighed in almost immediately and said that the McClatchy report about being denied air and indirect fire support was false.  I have a reliable report that indicates to me that the ISAF report is false and the McClatchy report true.  The Marines were denied air and artillery support and died as a result of that lack of support.

I have watched this issue closely for these four months, and have yet to see any indication of the release of an official report on this event.  If the McClatchy report is false, it should be easy to show.  On the other hand, if the CENTCOM and the ISAF have something to hide in this incident, I would expect them to behave exactly like they have.  Tell us nothing.

In the mean time, both Spencer Ackerman and I are profoundly concerned about ROE issues in the Kunar Province – just for very different events.  And I am still watching and waiting.

Micromanaging the Campaign in Afghanistan

The Taliban commander was back in the village. Our base roared to life as we prepared to capture him. Two Chinook helicopters spun their blades in anticipation in the dark. Fifty Afghan commandos brooded outside, pacing in the gravel. I was nearby, yelling into a phone: “Who else do we need approvals from? Another colonel? Why?”

A villager had come in that afternoon to tell us that a Taliban commander known for his deployment of suicide bombers was threatening the elders. The villager had come to my unit, a detachment of the United States Army stationed in eastern Afghanistan, for help.

Mindful of orders to protect the civilian population, we developed a plan with the Afghan commandos to arrest the Taliban commander that evening before he moved back into Pakistan. While the troops prepared, I spent hours on the phone trying to convince the 11 separate Afghan, American and international forces authorities who needed to sign off to agree on a plan.

Some couldn’t be found. Some liked the idea, others suggested revisions. The plan evolved. Hours passed. The cellphone in the corner rang. “Where are you?” the villager asked urgently. The Taliban commander was drinking tea, he said.

At 5 a.m. the Afghan commandos gave up on us and went home. The helicopters powered down. The sun rose. I was still on the phone trying to arrange approvals. Intelligence arrived indicating that the Taliban commander had moved on. The villagers were incredulous.

This incident is typical of what I saw during my six-month tour in Afghanistan this year. We were paralyzed by red tape, beaten by our own team. Our answer to Afghans seeking help was: “I can’t come today or tomorrow, but maybe next week. I have several bosses that I need to ask for permission.”

In my experience, decisions move through the process of risk mitigation like molasses. When the Taliban arrive in a village, I discovered, it takes 96 hours for an Army commander to obtain necessary approvals to act.

Analysis & Commentary

We dealt with this same thing in Seeking Riskless War based on an experience by Vampire 06 blogging at Afghanistan Shrugged.  Illumination rounds were needed in order to conduct kinetic operations against insurgents, with the request to deliver those rounds denied by Battalion command 100 miles away because the eight pound canister might land on a domicile.

This same mentality is evident in McChrystal’s tactical directive that essentially promulgates new rules of engagement under a single signature.  The rules as they stood were restrictive enough, and if McChrystal had wanted to calibrate his reports a closed door meeting would have been the best option.  Instead, publishing the new rules has opened up new space for the insurgents according to the Pentagon.

Four Marines were killed in the Kunar Province while under fire, when after twice requesting artillery and air support, they were twice denied by command who was located remotely.  The problem goes not to the issue of whether there should be rules or whether overuse of kinetics might lead to rejection of U.S. forces by the population.  The problem goes to whether tactical directives should be issued from remote locations to Lance Corporals in the field under fire, thus undermining the decision-making of those sustaining the real risk.

Norville de Atkine in Why Arabs Lose Wars has a remarkable analysis of the role of NCOs and first line command on troops and troop performance (also available here).

The social and professional gap between officers and enlisted men is present in all armies, but in the United States and other Western forces, the non-commissioned officer (NCO) corps bridges it. Indeed, a professional NCO corps has been critical for the American military to work at its best; as the primary trainers in a professional army, NCOs are critical to training programs and to the enlisted men’s sense of unit esprit. Most of the Arab world either has no NCO corps or it is non-functional, severely handicapping the military’s effectiveness. With some exceptions, NCOs are considered in the same low category as enlisted men and so do not serve as a bridge between enlisted men and officers. Officers instruct but the wide social gap between enlisted man and officer tends to make the learning process perfunctory, formalized, and ineffective. The show-and-tell aspects of training are frequently missing because officers refuse to get their hands dirty and prefer to ignore the more practical aspects of their subject matter, believing this below their social station. A dramatic example of this occurred during the Gulf War when a severe windstorm blew down the tents of Iraqi officer prisoners of war. For three days they stayed in the wind and rain rather than be observed by enlisted prisoners in a nearby camp working with their hands.

A strong NCO corps was and is something that the Iraqi Security Forces haven’t been able to implement despite the best efforts of U.S. trainers.  But the trend in U.S. warfare is going in the wrong direction.  While officers might like to claim that they have the utmost respect for and confidence in their Gunnys, First Sergeants, Sergeant Majors, and in the Army, Command Sergeant Majors, the practice of micromanaging conflicts shows this claim is to some extent wishful thinking.

The U.S. officer corps has unwittingly bought into the Western business and industrial model of high level managers micromanaging their employees, metrics, and even day to day actions.  Officers have become more managers than military leaders, and paradoxically this has driven the U.S. military away from the Western strength of the NCO corps and towards a more Middle Eastern model.

I have recommended chasing the Taliban into their lairs by a combination of tactics, including distributed operations (Force Recon, Scout Snipers, small unit operation, and high confidence in their decision-making).  Based on the micromanagement of the campaign by high level officers, this is a forlorn hope and wasted counsel.  We continue to seek riskless war.

Rules of Engagement: Letting the Enemy Go Free

More than two years ago I outlined the calamity that British rules of engagement had caused to their campaign in Basra.  The security situation began very well at the initiation of Operation Iraqi Freedom, but devolved into one in which the British were completely ineffective at fighting the insurgency and had evacuated their outposts and retreated to their largest base.

Due to leaked MoD papers we now know certain details directly from the British on just how hamstrung their troop were due to the ROE.

Despite fighting “the most sustained conflict since the Korean War”, the rules left troops with one hand tied behind their backs, the secret documents said. Ministers refused to change the rules although they caused “significant” casualties.

British soldiers were banned from opening fire unless the Iraqis were actually pointing their weapons at them.

Insurgents from Muqtada al-Sadr’s Mahdi Army quickly “worked out” the rules and exploited them causing many casualties, according to the documents.

“On many occasions,” says one, British patrols in the town of Amarah saw “Muqtada militia stood on rooftops from where they had fired in the past, with rocket-propelled grenades and small arms at their feet”.

Although clearly waiting to attack, the Iraqis could not be fired on because they were not pointing their weapons at the British. As the patrol passed, say the documents, the insurgents would then “pick up their weapons and fire”.

The documents leaked to The Daily Telegraph are secret “post-operational reports” written by British commanders in Iraq, and classified transcripts of interviews they gave to the MoD.

In them, Major General Andrew Stewart, the senior British operational commander in Iraq, says: “The US could not believe that in our area you were not able to fire at someone who had a weapon just because he wasn’t pointing it at you.”

The Americans were on warfighting tactics, yet Britain stuck to its “peacekeeping” rules despite a significant upsurge in violence after the arrest of a key al-Sadr lieutenant in 2004 …

In one of its fiercest engagements, the “Battle of Danny Boy”, at a checkpoint in May 2004, the British were attacked by 100 insurgents, leaving two soldiers seriously injured. Yet, the documents say, they had to allow 40 of the attackers to “walk away” with their weapons, after they lowered their guns. The same people later attacked the unit again, killing two soldiers.

The documents appear to show that Gen Stewart tried to get the rules of engagement changed, but was frustrated by ministers.

He says that the rules his men were working under did contain a “dormant war-fighting profile,” allowing more action, but “activation of this profile was reserved to Ministerial level” and did not happen.

Gen Stewart describes the rules of engagement as “constraining,” and “frustrating” but says they “did help us win over the locals by not being over-robust… you have to show restraint if you are to win hearts and minds”.

From another account by a British Soldier, “In 2003 the rules were that if someone shot at you, you could shoot them back but not if they were turned with their back to you.”

This last part about restrictive ROE helping to win over the locals is a bit of wishful thinking and fatuous, doctrinaire absurdity.  If the locals had been won over they would have given up the insurgency.  As it was, the Iraqi Security Forces, combined with U.S. forces, had to retake Basra while the British sat at their base watching (later retreating entirely from Basra).

The ISF regularly dismissed the British as sissies and cowards even though they clearly are not, and British Colonel Tim Collins has claimed that the British retreat from Basra has badly damaged the reputation of the British Army (this damage being inflicted by MoD strategy rather than the enlisted men who have been proven to be brave and well trained).

This example should be a clarion call to give chase to and kill the enemy as the surest way to win the hearts and minds of the locals, and thus win the campaign.  You might recall some of the rules of engagement in Afghanistan?

• No night or surprise searches.

• Villagers have to be warned prior to searches.

• ANA or ANP must accompany U.S. units on searches.

• U.S. soldiers may not fire at the enemy unless the enemy is preparing to fire first.

• U.S. forces cannot engage the enemy if civilians are present.

• Only women can search women.

• Troops can fire at an insurgent if they catch him placing an IED but not if insurgents are walking away from an area where explosives have been laid.

These same rules refused artillery support for four Marines who were killed in combat action in the Kunar Province of Afghanistan while pleading for help via radio.  Having forgotten the lessons of Iraq (where robust ROE in Anbar by the Marines helped to win that part of the campaign), we have reverted to the failed British model in Basra.  Intentionally repeating failed history is the strategy of losers.

Battling the Rules of Engagement in Afghanistan

KASHK-E-NOKHOWD, Afghanistan | Army Capt. Casey Thoreen wiped the last bit of sleep from his eyes before the sun rose over his isolated combat outpost.

His soldiers did the same as they checked and double-checked their weapons and communications equipment. Ahead was a dangerous foot patrol into the heart of Taliban territory.

“Has anyone seen the [Afghan National Army] guys?” asked Capt. Thoreen, 30, the commander of Blackwatch Company, 2nd Battalion, 1st Infantry Regiment with the 5th Stryker Brigade. “Are they not showing up?”

A soldier, who looked ghostly in the reddish light of a headlamp, shook his head.

“We can’t do anything if we don’t have the ANA or [the Afghan National Police],” said a frustrated Capt. Thoreen.

“We have to follow the Karzai 12 rules. But the Taliban has no rules,” he said. “Our soldiers have to juggle all these rules and regulations and they do it without hesitation despite everything. It’s not easy for anyone out here.”

“Karzai 12” refers to Afghanistan’s newly re-elected president, Hamid Karzai, and a dozen rules set down by Gen. Stanley A. McChrystal, the commander of U.S.-led forces in Afghanistan, to try to keep Afghan civilian casualties to a minimum.

“It’s a framework to ensure cultural sensitivity in planning and executing operations,” said Capt. Thoreen. “It’s set of rules and could be characterized as part of the ROE,” he said, referring to the rules of engagement.

Dozens of U.S. soldiers who spoke to The Washington Times during a recent visit to southern Afghanistan said these rules sometimes make a perilous mission even more difficult and dangerous.

Many times, the soldiers said, insurgents have escaped because U.S. forces are enforcing the rules. Meanwhile, they say, the toll of U.S. dead and injured is mounting.

The Times compiled an informal list of the new rules from interviews with U.S. forces. Among them:

• No night or surprise searches.

• Villagers have to be warned prior to searches.

• ANA or ANP must accompany U.S. units on searches.

• U.S. soldiers may not fire at the enemy unless the enemy is preparing to fire first.

• U.S. forces cannot engage the enemy if civilians are present.

• Only women can search women.

• Troops can fire at an insurgent if they catch him placing an IED but not if insurgents are walking away from an area where explosives have been laid.

Analysis & Commentary

After requesting help with getting clean water to drink, the local Imam told the U.S. unit they “need to go. Get out of Afghanistan or it will never be resolved. Between Islam and the infidel there can never be a relationship.”

“In my personal opinion, the Americans won’t be able to resolve this problem,” he added. “The longer they stay the more likely there will be another attack like Sept. 11. It’s only the Afghan people who will be able to resolve this problem.”

But the local elders and villagers aren’t fighting the Taliban.  Bing West reports that:

It is not obvious that winning the hearts and minds of village elders, or linking villages to Kabul, wins the war. Our soldiers note that the Afghans are happy to accept what we give them but do not reciprocate by turning against the Taliban. The elders don’t raise militias or secure recruits for the army, and they don’t fight; there has been no replay of that scene from The Magnificent Seven in which the terrorized villagers finally rise up against their oppressors. Instead, fearful locals plead with migratory Taliban gangs to move on. A rural population, no matter how content with its government, cannot stand up to such a tough enemy…

While I have a deeply rooted personal problem with those who won’t stand up to intimidation, I have also advocated more troops (for Iraq before it was popular, and now for Afghanistan when it is unpopular).  We have seen this before, this notion that the locals don’t want the Americans around.  It happened in the Anbar Province where the dispossessed Sunni population battled the U.S. Marines for three years.  We shouldn’t make too much of it.

But the difference is that while the the U.S. Marines in Anbar were remarkably successful, they were under no such rules as we see in Afghanistan.  They didn’t cede their authority to Iraqi Security Forces or even the local Iraqi Police, night time searches, seizures and census taking were an ordinary expectation, and there was no warning prior to raids and other kinetic operations so that the enemy could prepare his exit.

U.S. Marine Corps operations in Iraq may be said to be diplomacy with a gun.

Although negotiation can sometimes forestall violence, in Iraq it is more often the case that violence is a necessary form of negotiation. “Of the seven or eight tribes in my area,” said Maj. Morgan Mann, a Marine reservist who commanded a company in Babil province, south of Baghdad, in 2004-05, “one was the primary financiers and coordinators of most of the enemy activity.” Much as Capt. Bout did a few months later, Mann targeted the leaders of the “enemy tribe” with relentless house searches, heavy patrolling, cordon-and-search operations that shut down entire neighborhoods, and “very aggressive counterfire” — that is, shooting back intensely at attacking insurgents. “It culminated in my arresting the grand sheik of this tribe,” Mann said. “That was one of the no-no’s, supposedly. But as a result of that, we were able to get that sheik and about 20 or 30 of the sub-sheiks of this large tribe into a meeting in Baghdad to discuss how we were going to work together.” One of the subordinate sheiks put it bluntly to Mann: “I’m not your friend, but it doesn’t make sense for me to fight you” — for now.

I also know that a similar approach was employed in Operation Alljah in Fallujah in 2007.  But while the intent was all for the best, the rules’ own destruction were there in seed form.  While the intent was to win the trust of locals, the effect has been to humiliate U.S. troops and turn off the locals at the lack of force projection towards an enemy who offers no such friendship because they don’t need the help.  There intimidation works like a charm against U.S. forces whose strategy relies exclusively on the very people being intimidated.

The locals want us to chase and kill every last Taliban, even when there is the potential for collateral damage.  To be sure, efforts should be made to protect noncombatants, but dictating tactical decisions in the field by inflexible rule-making is not the stuff of victory in military campaigns, even in counterinsurgencies.  Neither is ceding authority to incompetent and corruption-ridden troops who represent a corrupt administration.

Finally, in what is perhaps the worst possible affect of the rules of engagement, troop morale is beginning to suffer.  A campaign whose troops are merely looking for an end to the deployment is doomed to failure.  The lamentable fact is that U.S. troops are battling the rules under which they operate as much or more as the enemy himself – and we are doing this to ourselves.

Enlisted Marines on the Rules of Engagement

The Captain’s Journal prides itself on being both well connected with and an advocate for the enlisted man.  Based on recent communications with enlisted Marines (of various ranks), a perspective is developing around the current rules of engagement for Afghanistan.

There is no such thing as air or artillery support any more.  The ROE General McChrystal has set in place is killing Marines.  Sure, there was the ROE in Iraq, but Marines were genuinely encouraged to think for themselves, assess the situation, and ascertain the best course of action independently.  This is not being done in Afghanistan, where rules are micromanaging the tactical situation.  Many Marines with combat experience in Iraq are leaving the Corps for various reasons, but at least one reason for the exit can be traced to a lack of willingness to deploy to Afghanistan under the current circumstances.  Deploying Marines to Afghanistan are mostly inexperienced.

Now.  To regular readers of The Captain’s Journal who follow our rules of engagement coverage and analysis, this isn’t news.  What is news is that the experiences are gradually being transmitted from front line back to the states, and it is causing a deleterious affect on morale.  In four years I cannot remember a more morbid time, even in the worst days of the campaign for Anbar.

Although hope for military campaigns springs eternal, I must say that for the first time my view of Operation Enduring Freedom is now rather dark.  To be sure, problems are always discussed here in the spirit of finding solutions.  But this depression is different.  Unless something changes, the enlisted U.S. Marines are suspicious of the campaign and its leadership, and are close to checking out – at least, mentally.

Armed Social Work and Rules of Engagement in Garmsir Afghanistan

Lt. Col. Christian Cabannis fully adheres to and advocates the doctrines of population-centric counterinsurgency.

Christian Cabannis met a social worker before deploying to Afghanistan. Not for his own wellbeing, but to better understand the task at hand. It was his mother’s idea.

Her son is a lieutenant colonel in the US marines and the commanding officer of the 2nd Battalion 8th Marine Regiment.

He is in charge of perhaps the most dangerous part of Afghanistan and also one of the poorest. So his mother wanted him to better understand what it is that motivates the poor and how to win their support.

He describes this mission as “armed social work”; providing hope for the needy and defence against the Taliban …

It is pure, modern counter-insurgency strategy (Coin) and what American and British generals believe is the key to winning this war. Lt Col Cabannis says that until recently the mission lacked the right focus.

Three years ago, Garmsir market was shot up and abandoned; the scene of pitched battles between British forces and the Taliban. But today UK and US troops have driven them away from the town and Garmsir is held up as a success story.

In the past three months, US marines have built on British efforts to establish meaningful local government …

He believes that many insurgents can be persuaded to put down their weapons and re-join society and there are discussions under way as to how to achieve this.

The marines’ success is in part due to sheer size; having the force strength to push into new areas, to stay there and to engage in what they call “consent-winning activities” on a much larger scale than Britain has been able to.

There is much left out of this account of the battle for Garmsir, Afghanistan.  The facts left out of the account actually causes this account to skew the interpretation and may change the context the reader places around the events, thus affecting the import of the story.

The British were unable to take and hold Garmsir, and so in 2008 the U.S. Marines 24th MEU initiated large scale operations to take it from the Taliban.  The operations relied on heavy kinetics, but was welcomed by the people of Garmsir.  The drive against the Taliban continued in such heavy military operations that the fire fights were at times described as full bore reloading by the Marines.  As if speaking to population-centric counterinsurgency experts who believe that they must win the population by nonkinetic means, town elder Abdul Nabi told the Marines “We are grateful for the security.  We don’t need your help, just security.”  The 24th MEU killed some 400 Taliban during their deployment.

In 2008 the Marines were doing the right things – they certainly didn’t lack focus.  But the 24th MEU had to leave, and they turned over to the British, who once again couldn’t hold the terrain, either physical or human.  Thus more U.S. Marine Corps operations had to be initiated in the Helmand Province in 2009.

Accompanying the fantasy-narrative that the lack of focus in the past has given way to a brilliant new strategy to win Afghanistan is a robust defense of the rules of engagement by Lt. Col. Cabannis.

This is a big change since the spring. All U.S. forces in Afghanistan are now being told to protect civilians even if the enemy gets away. Over the last eight years, Afghans have been outraged by civilian deaths and it’s a big reason the U.S. is not winning.

“Killing a 1000 Taliban is great but if I kill two civilians in the process, it’s a loss,” Lt. Col. Cabaniss said.

Asked how many enemies have been killed so far, Cabaniss said, “I have no idea and it’s really irrelevant.”

“Body counts not something that you track?” Pelley asked.

“It doesn’t tell me that I’m being successful. It doesn’t tell me that at all. The number of tips that I receive from the local population about IED’s in the area, Taliban in the area, that is a measure of effectiveness,” Cabaniss explained.

This is an important exchange, and we should spend some time dissecting and analyzing it.  The reason the U.S. is not winning is force projection, or lack thereof.  There aren’t enough troops, as we saw with the 2008 campaign for Garmsir in the Helmand Province.  The ANP and ANA cannot possibly hold the terrain once it has been taken and won’t be ready for quite some time.  In fact, there is some indication that the locals themselves are a bit disgusted by the ROE.

But even for population-centric counterinsurgency advocates, this exchange is full of nonsense.  To be sure, the population may be one means of marginalizing the insurgents, getting intelligence on them, and then conducting intelligence-driven raids, killing or capturing them.  This was done en masse in Iraq, especially in 2007.  But in the interview Cabannis makes a leap from an enabling feature of counterinsurgency to the end or purpose of it.

If a Province has 1000 Taliban and the U.S. Marines kill them all, and along with them the Marines inadvertently kill two noncombatants, it’s preposterous to suggest that this is a loss.  This suggestion is tantamount to saying that for every noncombatant we kill greater than five hundred pop up in his place.

Further, why did Cabannis use the values of 1000 and 2?  Would it have been acceptable to have killed a single noncombatant if we had killed 1000 Taliban?  If so, is he suggesting that the ratio of generation to kill rate of insurgents is greater than 500: 1 but less than 1000:1?  Or perhaps if these suggestions sound a bit pedantic, it’s more likely that he is simply using theatrics and hyperbole to make a point.  But if one has to use theatrics, the point itself suffers from lack of credibility.

Finally, why is killing Taliban great?  If it’s great because it assures the population that they are protected, then we should endeavor to do more of it.  Killing noncombatants is never a good thing, but giving the insurgents safe haven amongst the domiciles of villages sends the opposite message than we intend.  It gives them operating space, and it tells the villagers that we won’t pursue the insurgents on their own terrain, and thus there is no protection from them once they come into your homes and villages.  The very time you need the protection is precisely the time we will abandon you to the enemy.

Generals Who Talk Tactics Rather Than Strategy

The inability of the Afghan National Army or the Afghan National Police to independently create the conditions for stability and security in Afghanistan at the present (or anytime in the near future) has been a recurrent theme here at The Captain’s Journal (see Here is your Afghan National Army and Afghan National Police category).  Yet the strategy being implemented (i.e., heavy use of trainers and less U.S. troops than needed to secure the population) implicitly relies on this very strategy.  The fact that so few are seriously calling into question the basic tenets of the plan makes it unnecessary to defend it.

But Steve Coll gives us yet another reason for concern over the strategy.

I can think of three cases during the last four decades in which programs to strengthen Afghan security forces to either serve the interests of an outside power or suppress an insurgency or both failed because of factionalism and disunity in Kabul.

During the nineteen-seventies, the Soviet Union tried to build communist cells within the Army in order to gradually gain influence. The cells, unfortunately, split into two irreconcilable groups, and their squabbling became so disabling that the Soviets ultimately decided they had no choice but to invade, in 1979, to put things in order.

Then, during the late nineteen-eighties, faced with a dilemma similar to that facing the United States, the Soviets tried to “Afghan-ize” their occupation, much as the U.S. proposes to do now. The built up Afghan forces, put them in the lead in combat, supplied them with sophisticated weapons, and, ultimately, decided to withdraw. This strategy actually worked reasonably well for a while, although the government only controlled the major cities, never the countryside. But the factional and tribal splits within the Army persisted, defections were chronic, and a civil war among the insurgents also played out within the Army, ensuring that when the Soviet Union fell apart, and supplies halted, the Army too would crack up and dissolve en masse. (I happened to be in Kabul when this happened, in 1992. On a single day, thousands and thousands of soldiers and policemen took off their uniforms, put on civilian clothes, and went home.)

Finally, during the mid-nineteen-nineties, a fragmented and internally feuding Kabul government, in which Karzai was a participant for a time, tried to build up national forces to hold off the Taliban, but splits within the Kabul coalitions caused important militias and sections of the security forces to defect to the Taliban. The Taliban took Kabul in 1996 as much by exploiting Kabul’s political disarray as by military conquest. The history of the Afghan Army since 1970 is one in which the Army has never actually been defeated in the field, but has literally dissolved for lack of political glue on several occasions.

None of these examples offers a perfect analogy for the present, but the current situation in Kabul does contain echoes of this inglorious history.

But if we won’t openly question the strategy, we will issue tactical directives changing the rules of engagement.  It’s questionable whether the Afghans really even want this counsel to be implemented, but that doesn’t stop our generals from issuing tactical orders to Lance Corporals and Sergeants in the field.

The counter-example is given to us by the enemy.  The Washington Post has a provocative article concerning safe haven for the Quetta Shura in Pakistan (a subject our readers know well), but one particular nugget can be gleaned from this article that is salient to the discussion.

Virtually all of the Afghan Taliban’s strategic decisions are made by the Quetta Shura, according to U.S. officials. Decisions flow from the group “to Taliban field commanders, who in turn make tactical decisions that support the shura’s strategic direction,” a counterterrorism official said.

It would be better if General Stanley McChrystal didn’t try to tell combat-seasoned veterans when they could and couldn’t use fires.  But Mullah Omar has better things to do.  He sets strategy rather than dictates tactics.  While we are immersed in a sea of micromanagement and details, the enemy and his organization is beating us at the fundamentals.

McChrystal, Troop Levels and Rules of Engagement

60 Minutes did a report on General Stanley McChrystal in which the main theme was that General McChrystal is trying to deprogram eight years of bad habits in Afghanistan.  Killing civilians, running drivers off of the road, and generally being insensitive to the human terrain have kept us from winning the campaign.  It’s the ham handedness that is killing the effort – or so the report goes.  The exercise of air power has come to a virtual standstill in Afghanistan, and to contrast the current state of affairs with the previous, 60 minutes shows McChrystal visiting a town’s marketplace versus what I recognized to be a YouTube video of an A-10 run against a Taliban hideout.

The interviewer presses the issue of combat power.

“The hallmark of American military power was its overwhelming firepower. Now you’re describing a situation in which firepower is almost beside the point?” Martin asked.

“You know, the favorite saying of, ‘To a man with a hammer, everything looks like a nail.’ We can’t operate that way. We can’t walk with only a hammer in our hands,” McChrystal replied.

Thus McChrystal has issued a tactical directive that has essentially redounded to revised rules of engagement.  But this narrative is not compelling to those who have followed the campaign.  True enough, there are too many troops at large megabases in Afghanistan who ought to be on FOBs.  True enough, the campaign has had to rely very heavily on air power.  The large megabases can be emptied, but the need for air power still exists due to the force size.

The Taliban now have a permanent presence in 80% of Afghanistan due to lack of forces to counter their efforts and provide security.  While improvements can be made in the efficiency of the campaign, the narrative that bad habits have caused the diminution of the effort thus far is made-for-television theater, ending perfectly with a champion general who can repair the broken campaign and snatch victory from the jaws of defeat.

But it isn’t that simple, and McChrystal know it.  His request for more troops is meeting electoral politics head on, with political advisers being lined up to bolster a potential coming decision not to send more troops.  The never serious National Security Advisor Jim Jones has said of the deadline for deciding more troop levels “I don’t have a deadline in my mind. I think the most important thing is to do it right. But it is going to have a high priority in the administration to do this pretty relentlessly. We have a lot of other things on the table as well.”

Since no thinking American wants the National Security Advisor to worry about “other things on the table” as opposed to national security, the administration knows that it needs more firepower if it’s to deny McChrystal his troops.  Enter Colin Powell, who went on record saying “The question the president has to answer is, ‘What will more troops do?’ ” You have to not just add troops. You need a clear definition of your mission and then you can determine whether you need more troops or other resources.”

As if on cue, Jones warns that “it remains possible that, after a decision on strategy by the president, McChrystal might change his mind about the need for more troops. “We will ask General McChrystal, and say, ‘Okay, now that you’ve heard what our strategy is, does this affect your thinking in terms of your resources and, if so, how?’ ”

What would that strategy be?  As advocated by Senator Kerry, it’s likely to be a small footprint model, more oriented towards counterterrorism rather than counterinsurgency, thus returning us to the initial stages of Operation Enduring Freedom and the main reason we have watched the slow demise of the campaign.

McChrystal wants to conduct counterinsurgency, but not just any kind of counterinsurgency.  He has made protecting the population the center of gravity, the be all and end all of our efforts.  This has led to the tactical directive concerning kinetics when civilians could possibly be present.  The McChrystal interview with 60 minutes focused on the issue of civilian deaths above every other aspect of the effort.

But in a report that got almost no attention in military blogs, the locals aren’t giving this message to McChrystal.  Concerning the recent targeting of a stolen fuel tanker by an F-15, McChrystal found unexpected support from the Afghans.

At midday Saturday, after visiting the hospital and flying over the bombing site in a helicopter, the team met with two local officials. The NATO officers were expecting anger and calls for compensation. What they received was a totally unanticipated sort of criticism.

“I don’t agree with the rumor that there were a lot of civilian casualties,” said one key local official, who said he did not want to be named because he fears Taliban retribution. “Who goes out at 2 in the morning for fuel? These were bad people, and this was a good operation.”

A few hours later, McChrystal arrived at the reconstruction team’s base in Kunduz. A group of leaders from the area, including the chairman of the provincial council and the police chief, were there to meet him. So, too, were members of an investigative team dispatched by President Hamid Karzai.

McChrystal began expressing sympathy “for anyone who has been hurt or killed.”

The council chairman, Ahmadullah Wardak, cut him off. He wanted to talk about the deteriorating security situation in Kunduz, where Taliban activity has increased significantly in recent months. NATO forces in the area, he told the fact-finding team before McChrystal arrived, need to be acting “more strongly” in the area.

His concern is shared by some officials at the NATO mission headquarters, who contend that German troops in Kunduz have not been confronting the rise in Taliban activity with enough ground patrols and comprehensive counterinsurgency tactics.

“If we do three more operations like was done the other night, stability will come to Kunduz,” Wardak told McChrystal. “If people do not want to live in peace and harmony, that’s not our fault.”

McChrystal seemed to be caught off guard.

“We’ve been too nice to the thugs,” Wardak continued.

As McChrystal drove to the bombing site — defying German suggestions that the area was too dangerous — one senior NATO official noted that the lack of opposition from local officials, despite relatively clear evidence that some civilians were killed, could help to de-escalate tensions.

“We got real lucky here,” the official said.

But McChrystal still had a message to deliver. Even if the Afghan officials were not angry, he certainly did not seem pleased.

After fording the muddy river to see the bombing site — getting his pants wet up to his knees — he addressed a small group of journalists at the reconstruction team headquarters and said it was “clear there were some civilians harmed at that site.” He said NATO would fully investigate the incident.

“It’s a serious event that’s going to be a test of whether we are willing to be transparent and whether we are willing to show that we are going to protect the Afghan people,” he said.

McChrystal was caught off guard because what he heard from the Afghans doesn’t match the doctrine.  McChrystal knows doctrine, and the Afghans know unintended consequences.  They know that Taliban theft of fuel tankers meets with doom to the people around the tanker (unless McChrystal has his way).  They know that if the rules say that no fires can be directed towards domiciles that could potentially have noncombatants, even in self defense, the Taliban will surround themselves with noncombatants, in the end making it more dangerous for everyone.

To run the campaign as McChrystal wants – with diminished air support, with no fires towards areas where noncombatants could be located, with extensive dismounted patrols, and with no artillery support – means that he probably needs even more troops than he has requested.  It may not matter if the Obama administration has its way.

More Thoughts on Marines and Rules of Engagement

Briefly following up on Taliban Ambush in Eastern Kunar Kills Four U.S. Marines, we know now that there will be an investigation of this incident reviewing whether the ROE was a contributing cause to four Marines perishing.  There have been some blog posts and other discussion forums questioning the veracity of the reporting done that day by McClatchy.  Christian at Defense Tech (whom I respect) says Jonathan Landay with McClatchy is “a well-respected journalist whom I’ve known for years.”  I see absolutely no reason prima facie to doubt the veracity or accuracy of the report.

If the report had vacillated I would be less strident about this incident.  But the report was clear.  The Marines were under fire and demanded artillery not once, but twice.  They were denied artillery and CAS not once,  but twice – for the stated reason that the ROE didn’t allow it.

McChrystal has released his tactical directive, but let’s be clear about this.  There is what is written on paper and the unwritten context.  Here is the unwritten context.

“If you are in a situation where you are under fire from the enemy… if there is any chance of creating civilian casualties or if you don’t know whether you will create civilian casualties, if you can withdraw from that situation without firing, then you must do so,” said McChrystal.

There is always a chance.  Always.  But here is something that has no chance of happening.  No investigation will find that a tactical directive written or endorsed by a four star general was responsible for anything bad.  The directive will be exonerated and the field grade officers responsible for denying artillery had better begin looking for another line of work.
